Supervisor, Development Services
NEOGOV is seeking a Supervisor for Development Services within the City of Glendale. This role involves advanced technical support and direct supervision of the Development Services staff, ensuring compliance with building codes and managing construction project reviews.

Responsibilities
Plans, organizes, and supervises the activities and staff of Development Services within the Building Safety Division
Develops, implements, and monitors work plans to achieve goals and objectives of the Building Safety Division and City government
Participates in developing recommendations for processes, procedures, personnel issues and compliance with City, State and Federal adopted codes, ordinances, laws and guidelines
Interprets adopted codes, laws and City ordinances and provides information to the public or city staff in order to communicate departmental policies and procedures
Responds to and resolves complaints and more difficult customer inquiries in order to ensure resolution; conducts research, provides solutions to problems and corrects errors; ensures staff compliance with customer service goals
Plans, organizes, supervises, coordinates, tracks, calculates fees and maintains the schedules for the plan review of all construction projects
Advises the Building Safety Administrator and the Building Official on the status of each project, permit, and the certificate of occupancy process
Acts as a main liaison with the school districts by working directly with their construction coordinators and bond administrators to ensure the permit process requirements are understood and fulfilled
Oversees and participates in the plan review of residential additions and patio covers, small accessory structures, swimming pools and other miscellaneous projects to assure compliance with all building codes and city ordinances
Researches code updates and changes; advises the Building Safety Administrator on consequences to procedures or policies; revises and develops policies and procedures related to the permit and development process
Evaluates commercial plan submittals using established guidelines for completeness prior to acceptance
Performs other related duties as assigned
Qualification
Required
Associate degree in planning, architecture, engineering, building construction, business or a related field and four years experience in planning, building construction, architecture or a related field including one year of lead or supervisory experience
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education
Knowledge of effective supervisory techniques and practices
Knowledge of adopted codes and ordinances as they relate to residential construction
Knowledge of development process, procedures, objectives and standards and their proper application
Knowledge of other governmental agencies regulations, such as the State Registrar of Contractors and the State Board of Technical Registration
Knowledge of customer problem/complaint resolution principles and practices
Knowledge of public relations and customer service skills and techniques
Knowledge of research techniques, methods and procedures
Knowledge of personal computers and related software applicable to development, inspection and plan review processes
Ability to supervise, train, develop and evaluate employees
Ability to prioritize and assign work
Ability to make mathematical calculations and draw logical conclusions
Ability to calculate development and plan review fees
Ability to prepare accounting reports and statements; analyze and evaluate accounting and auditing problems
Ability to effectively plan, organize, and manage financial operations and records
Ability to develop, prepare, review, and maintain project status records
Ability to interpret, apply and monitor compliance with applicable laws, codes, rules, and regulations
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
Ability to read, interpret and explain development and construction related documents
Ability to explain the development or plan review process and procedures to customers with various backgrounds
Ability to communicate effectively verbally and in writing
Ability to mediate conflict
Ability to establish and maintain effective working relationships with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction
Ability to resolve problems with contractors, developers, architects, engineers, the general public, and other city staff
International Code Conference (ICC) or other certifying agency equivalent to ICC, in area of expertise
Certification as a Permit Tech within one year from hire date

10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
Vacation leave accrues at: 5.33 hours per pay period (138 hours/17.25* days per year)
Increases to 6.12 hours per pay period after 5 years
Then caps out at 7.6 hours per pay period after 10 years of service
Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
This position participates in the Arizona State Retirement System (ASRS).
Contribution is mandatory, and deducted every pay period
The current contribution rate is 12.00%
