Director II - Payroll
Fort Worth ISD is seeking a Director II - Payroll to manage daily payroll activities and ensure compliance with state and federal laws. The role involves directing payroll preparation, developing procedures, and coordinating with other departments to resolve payroll-related issues.
Education Management
Responsibilities
Directs and controls payroll preparation and production, including regular, special, and supplemental payrolls. Ensures adherence to standards and procedures, and takes steps to correct problems, delays, and inaccuracies
Develops and implements payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions
Develops and enters payroll calendars to define pay periods and paydays
Ensures accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement
Controls payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance
Coordinates payroll operations with other accounting and data processing units, confers with other administrative and technical staff regarding changes and new systems, and participates in developing, implementing, and testing procedures
Plans, coordinates and executes payroll projects and initiatives
Processes and resolves direct deposit and other banking interactions
Interfaces with administrators, principals, directors, and staff regarding payroll-related issues. Assists with the equitable resolution of complaints, concerns, and problems in the area of payroll
Works cooperatively with human resources and business services to process hiring, leave, terminations, and other employment-related issues
Compiles, maintains, and files all reports, records, and other documents required including auditable records
Ensures staff performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition
Ensures staff follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures
Ensures staff corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor
Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal
Performs all job-related duties as assigned and in accordance with Board rules, policies and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required
Qualification
Required
Bachelor's degree in Accounting, Business Administration, Management, or related field required
7 years in accounting or business administration required
Knowledge of local, state, and federal requirements relating to payroll issues and reports
Knowledge of payroll accounting and auditing principles
Knowledge of applicable federal and state laws regarding education and students
Skill at the advanced level, working with Microsoft Office 365 (Outlook, Excel, and Word)
Skill in performing mathematical and statistical calculations with accuracy
Skill in data entry with minimal errors, including operating 10-key and keyboard
Skill in organizing, analyzing, and summarizing complex data
Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action
Ability to work with numbers in an accurate and rapid manner
Ability to supervise personnel
Ability to use software to access databases, email, create spreadsheets, and do word processing
Ability to organize and coordinate work
Ability to communicate effectively, both oral and written forms
Ability to engage in self-evaluation with regard to performance and professional growth
Ability to establish and maintain cooperative working relationships with others contacted in the course of work
