Payroll & Compliance Administrator
TLC Construction Contract Services is seeking a Certified Payroll & Compliance Administrator responsible for managing certified payroll and compliance for federally regulated and IRA-covered projects. The role involves ensuring accurate wage reporting, adherence to compliance requirements, and coordinating with various stakeholders to maintain documentation and reporting standards.
Responsibilities
Manage weekly Certified Payroll reporting , including preparation, review, and submission for TLC and all subcontractors required to report
Ensure compliance with Inflation Reduction Act (IRA) requirements, including Prevailing Wage and Apprenticeship mandates
Prepare, review, and maintain Department of Labor WH-347 forms and all supporting certified payroll documentation
Collaborate with Project Owner Certified Payroll Representatives , Third Party Administrators (TPAs), and subcontractors to ensure accurate wage classifications, fringe benefit reporting, and adherence to wage determinations
Serve as a primary point of contact for certified payroll compliance issues, responding to inquiries, audits, and documentation requests
Coordinate with Apprentice Sponsors and manage or oversee apprentice documentation, ratios, utilization tracking, and compliance reporting
Collect, process, audit, and maintain weekly time and payroll data for employees, subcontractors, staffing agencies, and per diem programs from start to finish
Perform detailed payroll audits to ensure accuracy, completeness, and compliance prior to submission
Enter and maintain payroll-related changes, including:
Salary and wage increases
Benefit deductions and changes
Personal loan deductions
Employee reimbursements, including personal credit card charges
Maintain organized and auditable records in accordance with project, owner, and regulatory retention requirements
Assist with additional payroll, compliance, or administrative duties as assigned
Qualification
Required
Strong working knowledge of Certified Payroll, Prevailing Wage, and Apprenticeship compliance requirements
Familiarity with IRA (Inflation Reduction Act) labor standards and reporting obligations
Proficiency in Microsoft Office 365, including Excel, Word, and Outlook; ability to quickly adapt to new payroll or compliance systems
Excellent written and verbal communication skills, with the ability to work effectively with internal teams, subcontractors, project owners, and external agencies
Exceptional organizational, documentation, and multi-tasking skills, with strong attention to detail
Ability to manage multiple deadlines in a fast-paced, compliance-driven environment
High level of discretion when handling confidential payroll and employee information
Preferred
Prior experience with certified payroll on federally funded or IRA-covered projects
Experience working with TPAs, apprenticeship programs, or government audits
Payroll or compliance-related certifications
General Payroll processing experience required
