Science/Engineering Project Leader 2/3

The Science/Engineering Project Leader will lead and execute complex scientific and engineering projects, contributing to national defense and space exploration missions.

Responsibilities
Manage scientific or engineering IT projects from initiation through completion, ensuring adherence to defined scope, schedule, budget, and performance baselines
Develop project plans, work breakdown structures, and detailed schedules; negotiate and define work packages to meet project deliverables
Lead and coordinate mid-sized, multidisciplinary project teams, providing direction in planning, execution, and performance tracking
Monitor project performance and manage changes using formal change-control processes
Identify, assess, and mitigate project risks, and recommend appropriate risk acceptance or avoidance strategies
Serve as the primary point of contact for communicating project status, risks, and issues to management and stakeholders
Prepare and deliver project status reports, briefings, and visual materials for program managers, senior leadership, and the workforce
Exercise significant latitude in negotiating with program and line management to secure personnel, funding, procurement, and contracting resources required to meet project objectives
Provide leadership and direction to large, multidisciplinary project teams, ensuring alignment with organizational priorities and mission objectives
Lead complex project planning activities, including scope definition, scheduling, budgeting, and execution strategies
Present project status, risks, and issues to Laboratory senior leadership, program managers, and external stakeholders, including federal and site office representatives
Engage directly with sponsors and customers to clearly communicate technical scope, risks, and progress, delivering consistent and credible messaging
Qualification
Required
Proven ability to synthesize, conceptualize, and communicate complex technical information clearly and effectively to diverse audiences
Experience developing and executing communication plans for scientific or engineering projects
Demonstrated skill in creating and delivering high-quality presentations, reports, and data visualizations to support decision-making
Experience monitoring performance metrics and stakeholder feedback to assess the effectiveness of communication and project execution strategies
Ability to apply data-driven analysis to recommend and implement continuous improvements within a production or operational environment
Strong background in cross-functional collaboration across technical, operational, and management organizations
Demonstrated use of active listening, negotiation, and conflict-resolution skills to resolve issues and meet customer and mission requirements
Demonstrated ability to plan, organize, lead, and track complex tasks and deliverables to successful completion
Proven effectiveness interacting with personnel at all organizational levels to build trust, gain alignment, and resolve conflicts
Documented experience developing and implementing organizational strategies and objectives
Demonstrated leadership skills, including openness to feedback, ability to motivate teams, and effectiveness in negotiation
Demonstrated experience setting strategic direction and ensuring alignment between project execution and organizational goals
Proven ability to lead all phases of large, complex scientific or engineering projects, ensuring technical accuracy, quality, and mission success
Bachelor's degree in a science or engineering discipline from an accredited institution, plus 5 years of directly related experience, or an equivalent combination of education and experience for Science/Engineering Project Leader 2
Bachelor's degree in a science or engineering discipline from an accredited institution, plus 8 years of directly related experience, or an equivalent combination of education and experience for Science/Engineering Project Leader 3
An advanced degree is typically expected
Preferred
Familiarity with LANL project management, production, or mission execution frameworks
Project Management Professional (PMP) certification
Lean Six Sigma Certification
Experience with scheduling tools such as P6 and/or MS Project, cost estimating tools, and report development using Pivot Tables
Familiarity with Agile frameworks, tools, and techniques (Scrum, Kanban, CI/CD pipelines, Jenkins). Scrum Master and/or Product Owner certification a plus
Knowledge in one of more of the following areas: Product Data Management (PDM), Product Lifecycle Management (PLM), Manufacturing Data Management (MPM), Configuration Management, Content Management, and/or Requirements Management
Understanding of ITIL and IT Service management standard methodologies, exceptional customer service skills, and experience managing customer interactions
Understanding of the Nuclear Security Enterprise's (NSE) Design Agency (DA) and Production Agency (PA) roles, relationships, and system integrations
Active DOE Q Clearance
