Responsibilities
Serve as the point person for program-related oversight; In collaboration with program supervisors, oversee business development, grants, reporting, budgets, and overall grant compliance
Manage the Reception and Placement (R&P) Program as required under the US State Department’s Bureau of Population and Refugee Migration (PRM) Cooperative Agreement; Collaborate effectively with HQ Resettlement team to ensure seamless services to incoming refugees and other eligible populations
Assist the CWS Local Office Director to prepare program budgets; review monthly program expenses with Office Director to ensure programs operate within budget, identify budget revisions and staffing needs as appropriate . Meet regularly with the CWS Local Office Director to review program needs and successes
In coordination with program supervisors and regional finance team, oversee program budgets, including tracking the distribution of direct client assistance funds; review budget forecasts, develop new program budgets, approve client/vendor payments, and monitor programmatic spending
Ensure high quality service provision to program participants; monitor and evaluate services through regular and systematic file reviews, client interviews, and field visits, to ensure compliance with donor requirements and provision of quality programming and services
Responsible for program and grant compliance, including meeting program outcomes and timelines, overseeing documentation, paperwork, files, and grant reporting
Oversee the development and implementation of wraparound programs, which may include the ORR Preferred Communities (PC) programs, workforce development programming, English language learning, and related integration programs. Assist with business development, grant writing, and program design
Develop and maintain necessary community relationships. Coordinate and attend Quarterly Consultations and related community meetings; meet with local partners and coordinate services with appropriate agencies and organizations including Resettlement Agencies, social services, the Refugee Health Clinic, and other local service providers
Facilitate communication and programmatic linkages between CWS Tampa programs and services; proactively work to prevent program silos and implement processes and procedures that ensure clients are screened and connected to relevant programs throughout the agency
Establish new programs to support the successful integration of newly arrived populations, including the development of volunteer-run programming, health and mental health wraparound services, and career pathways programs
Sustain and grow resettlement services through grant writing, coordination and integration of internal and external services, community and volunteer engagement, and other resource development efforts
Attend local, regional, and national resettlement conferences and/or training offered by CWS or other partner agencies
Oversee resettlement & PC supervisors including recruitment, training, managing performance, creating staff development plans, creating a collaborative environment, impacting critical decisions, and promoting accountability
Provide regular individual supervision, coaching/mentoring, and performance feedback
Support effective new staff onboarding; help to ensure strong, standardized onboarding systems and training
Serve as a key member of the Southeast leadership team, participating in strategic and office-wide discussions and processes
Participate in all program meetings, staff development activities, and fully engage as a member of the team
Comply with all policies, procedures, and protocols of the agency
Work to promote an equitable and inclusive office environment
Perform other related duties and projects as requested
Qualification
Required
Bachelor's degree in social work, international development, or related field
Minimum of 5 + years of progressively responsible experience delivering social service programming
3 + years of supervisory experience of a multi-person, diverse staff required
Strong understanding of especially vulnerable refugees' intensive case management needs
Technical experience in at least one key program area
Experience supervising programs with significant case file documentation and reporting responsibilities required
Experience overseeing program finances and developing/maintaining multiple program budgets
Demonstrated experience with successful grant writing, proposal development, and project implementation
Strong leadership and program administration skills which are rooted in best practices, sustainability and building a strong culture of equity, justice and humanity in the workplace
Highly organized with the ability to work under pressure with deadlines
Ability to establish trust and rapport with staff and community partners
Ability to identify and implement efficient systems to track and analyze data and adjust plans to ensure performance
Excellent written and verbal communication skills, including the ability to speak to groups and deliver trainings and presentations to large audiences
Excellent communication/teaching skills, both oral and written
Ability to draft reports and assist with grant writing required
Experience with public speaking required
Excellent project and data management skills and an ability to manage a large and diverse workload under pressure and with competing priorities
Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams
Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS
Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential
Ability to work in a multi-cultural environment required
Standard work hours with occasional evening or weekend assignments
Occasional travel will be required
