Responsibilities

Manage core HR functions such as recruitment, onboarding, employee relations, performance management, and policy administration
Serve as a primary HR resource for managers and supervisors on personnel matters
Ensure consistent interpretation and application of HR policies and procedures
Assist with classification, compensation administration, and position management processes
Support compliance activities including audits, reporting, and regulatory requirements
Participate in investigations and resolution of employee relations issues
Supervise HR staff and provide guidance on case management and workflow
Maintain HR records and ensure data integrity within HR systems
Maintain and apply complex classification systems for staff positions (often tied to state or federal systems in public institutions)
Ensure faculty ranks and titles are applied correctly
Conduct market studies to ensure competitiveness, often balancing budget constraints with the need to attract top academic talent
Manage salary scales and equity adjustments
Administer often robust benefits packages, including health insurance, retirement plans (like TIAA), tuition remission/waivers for employees and dependents, and extensive leave policies
Develop and apply HR policies within a framework of shared governance, often requiring consultation with faculty senates and staff councils
Mediate workplace conflicts in an environment with strong traditions of academic freedom and tenure
Collaborate with Title IX offices on procedures related to employees
Develop, implement, and monitor affirmative action plans
Ensure compliance in all hiring processes
Manage the complex process for obtaining and maintaining work visas (H-1B, J-1, F-1, etc.) for international faculty and researchers, often with specialized legal counsel
Navigate a web of regulations (FLSA, FMLA, ADA, Clery Act, etc.), which can be more stringent for public and/or federally funded institutions
Offer programs in leadership, software, compliance (harassment prevention), and skills development
Manage the end-to-end preparation process for the annual Form 5500 series filing and related schedules (Schedule C, H, R, etc.)
Liaise with external auditors to facilitate the plan audit and ensure timely incorporation of audited financial statements into the filing
Oversee the filing timeline to ensure submission deadlines are met without extension
Oversee the submission of all IPEDS submission
Manage PAF processing
Often partner with a Center for Teaching Excellence or similar unit on programs, though HR may manage the administrative side of leave programs (sabbaticals, research leaves)
Create development paths for professional staff
Oversee the Human Resources Information System, ensuring accurate data for reporting, payroll, and analytics
Generate reports on headcount, diversity, turnover, and compensation for accreditation, state legislatures, and internal leadership
Streamline HR processes to serve a decentralized and sometimes siloed academic community
Implement performance review systems for staff
Faculty review processes are typically governed by faculty handbooks and peer-review committees, but HR ensures procedural fairness and recordkeeping

Required

Bachelor's degree in Human Resources, Business Administration, or related field
Working knowledge of employment laws and HR operations
5+ years of progressive HR experience, with significant preference for experience in higher education, non-profit, or public sector environments
Deep understanding of academic culture, shared governance, tenure processes, and faculty career cycles
Expertise in employment law, particularly as it applies to public institutions and unionized settings

Preferred

HR certification (SHRM-CP or PHR) preferred
Higher education experience preferred
