Technology Project Manager II/III

CapMetro is Austin's regional public transportation provider, seeking a Technology Project Manager to lead complex technology projects that impact the community. This role involves managing project lifecycles, collaborating with stakeholders, and ensuring successful project completion while maintaining strong relationships with customers.

Responsibilities

Conduct research and needs assessments for technology initiatives; prepare business cases, cost‑benefit analyses, and support documentation for project initiation
Partner with business units to analyze end‑user needs, identify process interdependencies and integration requirements, evaluate technical options, and recommend optimal solutions
Provide customer‑focused service by building strong relationships with stakeholders and business areas, understanding needs and challenges, and delivering timely communication and support

Plan, manage, and execute technology projects, including requirements definition, scope development, resource allocation, schedules, budgets, risk analysis, and quality assurance
Lead cross‑functional project teams in a matrix environment by scheduling and monitoring tasks, managing performance, and resolving conflicts among vendors, technical staff, and business stakeholders
Manage vendors, contractors, and internal teams to ensure solutions remain within scope, schedule, and budget, with proactive risk and performance management
Develop scopes of work, independent cost estimates, procurement documentation, contract modifications, and support vendor selection, proposal evaluation, and contract execution
Manage project budgets and financial controls including monthly reporting, invoicing, expenditure review, cost projections, and reconciliation with finance and vendors
Lead change management and change control processes including impact analysis, cost estimation, proposal review, change tracking, and communication to business and IT teams
Develop, implement, and enforce project, IT, documentation, and best‑practice standards and governance frameworks
Provide technical leadership and full IT ownership of assigned systems and projects, leading implementations with vendors and partners and maintaining proficiency in technical and functional system knowledge
Ensure system performance, security, availability, and resilience through testing, documentation, training and adoption support, proactive monitoring, maintenance, patching, risk assessments, disaster recovery planning, backup verification, security compliance, and regular reporting to senior leadership and management
Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns
Perform other duties as required and/or assigned in support of the Capital Metro Strategic Goals and the IT Vision, Mission, and Objectives aligned to these goals

Required

Bachelor's degree in Computer Science or related field. Additional related experience may substitute for degree on a year for year basis up to four years
Six (6) years' experience managing technology projects; including three (3) years managing technical and functional teams
Experience with direct end-user support in a customer service role. Demonstrated dedication to customer service
Excellent organizational abilities, analytical skills and communication skills including the ability to effectively communicate technical information to a non-technical audience
Be self-motivated and seek opportunities for continuous improvement of IT skills and processes. Be a catalyst and a willing participant of organizational changes
Ability to work in a team environment in a matrix organization, partnering well with employees, management, users, business areas, vendors, contractors and undertake duties and tasks as assigned without close supervision
Ability to be a positive and constructive contributor in a team-based environment
Ability to effectively manage multiple priorities and diverse groups of people and activities simultaneously
Proficiency using Microsoft Office Suite
Knowledge of the Project Management Institute PMBOK for standard project management methodologies and processes
Ability to lead cross-functional teams
Ability to manage several diverse projects simultaneously
Ability to identify critical risk factors that may impact the project
Excellent attention to detail
Excellent oral and written communication skills
Demonstrated leadership ability
Proficiency using Microsoft Project to develop a project schedule, assign resources to tasks, track progress, and analyze workloads

Preferred

Certified Project Management Professional (PMP) by the Project Management Institute preferred
Knowledge of Information System Implementation Lifecycle desired
