Controller
The City of Red Oak, Texas is seeking a Controller to manage key accounting operations including payroll, accounts receivable, and grant reporting. This role involves coordinating the annual audit, preparing financial reports, and supervising assigned staff while ensuring compliance with policies and legal requirements.
Government Administration
Responsibilities
Maintain and reconcile the capital asset ledger and project accounting records
Monitor, record, classify, and report financial transactions
Draft, review, and post complex journal entries and budget amendments
Prepare financial statements, updates to notes, and other required reports, including ACFR
Compile statistical, financial, and audit-related reports for management
Provide guidance to departments on proper expenditure coding and classification
Oversee bi-weekly payroll processing and related reporting
Manage accounts receivable, general ledger postings, and fixed asset accounting
Coordinate annual external audits and support internal audits
Prepare audit schedules and facilitate audit requests
Assist with the implementation of new GASB standards
Ensure compliance with City policies, procedures, and applicable legal requirements
Manage financial aspects of grants, including applications, reporting, compliance, and departmental support
Assist with budget preparation and special financial projects as assigned
Supervise, train, and evaluate assigned staff; ensure deadlines and quality standards are met
Assist with the creation and revision of financial policies and procedures
Promote continuous improvement, effective communication, and customer service with internal and external stakeholders
Represent the City in a professional manner and safeguard confidential and sensitive information
Perform other related duties as required
Qualification
Required
Bachelor's degree from an accredited college or university with major course work in finance, accounting, business or public administration, or a related field
Four years of accounting experience required and at least two years of supervisory experience
Valid Texas Class C Driver's License with clear driving record
Excellent knowledge of accounting principles and practices
Intermediate writing skills required to write reports, correspondence, and summaries with proper format, punctuation, spelling and grammar
Knowledge of Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Auditing Principles (GAAP) related to municipal finance administration and program development
Knowledge of Federal, State and Local financial policies, laws and regulations
Knowledge of maintaining complex computerized general ledger systems
Skill in interpreting City policies and procedures
Skill in effective oral and written communications
Skill in tracking, monitoring and reviewing various reports
Ability to prepare clear and concise reports
Computer proficiency with advanced knowledge of MS Office applications and accounting systems
Demonstrated ability to work independently, with minimal supervision
Excellent organizational skills with demonstrated ability to plan, organize and execute multiple tasks by assessing and prioritizing work projects
Ability to make sound decisions and effectively handle stressful situations in a professional manner
Ability to abide by all rules, regulations, policies and procedures
Ability to safely perform all physical requirements of the job
