Responsibilities

Plans, assigns, and evaluates the work of support and/or contract personnel
Reviews information to identify appropriate sources of financing, including grants; prepares grant proposals; monitors the expenditure of grant and other program funds; and reviews and approves the components of all externally funded programs
Analyzes, evaluates, prepares, and provides major budget recommendations and justifications and takes action on budgetary matters that have a substantial and direct effect on the assigned program
Serves as an expert in the fields of crime and intelligence analysis and their role in identifying criminal activity and emerging terrorism-related threats
Recruits, selects, and places support and/or contract personnel; supervises, monitors, and evaluates performance; provides training and coaching for performance improvement; and takes disciplinary action in accordance with County policies
Develops methods and procedures for implementing crime and/or terrorism-related threat analysis; and conducts in-service training for assigned personnel
Ensures compliance with Department policies and the Federal Code of Regulations related to collection, content, validity, storage, and dissemination of gathered crime data or terrorism intelligence
Represents the Department at meetings, seminars, conferences, hearings, and public events
Coordinates the administration of regional and Department-wide crime analysis activities with representatives of divisions within the Sheriff's Department and participating state and local entities
Conducts presentations concerning the Sheriff's crime analysis efforts to city councils, city managers, and police chiefs to gain their support and participation in the Program
Meets with unit commanders to identify, discuss, and resolve operational needs or problems related to the Crime Analysis Program; supports, develops, and maintains liaisons with local, State, and Federal law enforcement agencies for the purpose of exchanging crime information and intelligence
Prepares a variety of reports and manuals, including procedure manuals, program evaluation reports, and statistical summaries in conjunction with the program
Coordinates with external counterterrorism and intelligence units, agencies, and organizations to gain situational awareness of all threats and criminal activity throughout Los Angeles County in order to set and adjust the goals, objectives, and workflow for the Intelligence Center's collection, analysis, storage, and dissemination of intelligence
Manages requests for investigative support and information; ensures threat assessments are clear and accurate, and identifies potential liability issues; and prioritizes the work of intelligence personnel to ensure the timely delivery of requests, providing technical guidance on specific work-related issues, when necessary
Serves as subject-matter expert for the Department on issues concerning privacy, including working with legal representatives in response to the Freedom of Information Act and Public Records Act requests from organizations and citizens
Works with Department representatives in establishing standards and criteria, evaluating proposals, and negotiating terms for selecting contract employees; and oversees services provided by contract personnel to ensure compliance with terms, and evaluates the quality, effectiveness, and cost of contracted services

Required

Graduation from an accredited college or university with a Bachelor's degree in Public Administration, Criminal Justice, Social/Behavioral Science, Computer Science, Mathematics or a closely related field and five years of supervisory experience in crime and/or intelligence analysis or law enforcement investigative support activities earned in a recognized law enforcement agency
A Master's degree from an accredited college or university in Public Administration, Criminal Justice, Social/Behavioral Science, Computer Science, Mathematics or a closely related field and three years of supervisory experience in crime and/or intelligence analysis earned in a recognized law enforcement agency
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Those assigned to the Sheriff's Intelligence Unit must be able to obtain and maintain (renewal every 5 years) a national security clearance and be a U.S. citizen
Flexible schedule; some nights and weekends required
Some travel required
Supervisory experience refers to providing direct administration and technical supervision to include planning, assigning and reviewing work of staff (typically three (3) to ten (10) employees), evaluating employee performance, approving leaves of absence, counseling and recommending discipline
A recognized law enforcement agency is a legally constituted governmental entity having mandated responsibilities to enforce laws and having personnel with general or special law enforcement powers
