Responsibilities

Serves as a senior technical specialist and lead resource for development plan review, project coordination, and construction administration support for public and private development projects
Coordinates development review and permitting activities with City departments, developers, consultants, contractors, and external agencies to ensure compliance with applicable codes, standards, regulations, and City policies
Resolves complex technical and procedural issues during construction administration to ensure adherence to approved plans, specifications, and regulatory requirements; interprets plans and supports approval of minor design modifications consistent with adopted standards
Prepares technical memoranda, staff reports, and written recommendations for City Boards, committees, and decision-making bodies, including analysis of development-related impacts and compliance considerations
Assists the City Engineer with complex project reviews, permitting issues, right-of-way (ROW) dedications, agreements, and coordination efforts
Provides advanced technical guidance regarding applicable codes, zoning requirements, and development review standards; responds to inquiries and complaints related to engineering and development review matters; meets with property owners, developers, contractors, engineers, and architects to discuss issues and recommend practical solutions; and provides technical support to other City departments
Coordinates and oversees development review and engineering support tasks, including assigning review responsibilities, consolidating staff comments, monitoring schedules, and ensuring timely, accurate, and consistent reviews
Provides technical support for permitting and workflow systems, including testing, validation, issue tracking, coordination during system transitions, and participation in staff training activities
Maintains tracking logs for major development projects at various stages of review to ensure accountability, accuracy, and adherence to established timelines
Conducts peer reviews of development comments to ensure departmental consistency, clarity, and technical accuracy
Conducts site visits and field inspections for construction projects; verifies compliance with approved plans and specifications; checks materials, alignment, and grades; performs field measurements; and prepares and maintains related records and reports
Prepares and maintains GIS maps, manages GIS-based databases and tracking systems to support monitoring and reporting of City infrastructure and development projects
Establishes, updates, and enforces AutoCAD and GIS drafting standards, details, and best practices for the Engineering Division, prepare, review, drawings, plats, charts, illustrative media for technical analysis, presentations, reports, and public meetings, and prepare diagrams to process development-related permits within City right-of-way, including café table permits and other similar approvals
Assists in serving as the Engineering representative on the City’s Development Review Committee
Coordinates with external agencies, including Broward County, the Florida Department of Transportation, the Florida Department of Environmental Protection, and utility providers
Provides direct oversight, guidance, training, to professional, technical, and clerical staff, including (Engineering Specialist (I, II), Permit Services Representative (I, II, III), Development Services Support Coordinator, Administrative Specialist (I, II, III), and Engineers) as assigned
Maintains effective and professional working relationships with City officials, employees, consultants, contractors, developers, and the public, and positively represents the City in all interactions
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers

Qualification

Required

Graduation from an accredited college or university with a Bachelor's Degree in Geography, Cartography, Engineering, Transportation Planning, Computer Science or related field
Five (5) years progressively responsible experience in civil engineering design and/or plan review for development projects, permitting and municipal procedures supplemented by three (3) years of GIS and AutoCAD experience
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Considerable knowledge of and proficiency in the use of computer hardware, including desktop PCs, GPS Handhelds, scanners, and plotters
Considerable knowledge of MS Office, AutoCAD and GIS
Considerable knowledge of ESRI ArcCatalog and ArcMap software, and AutoCAD
Considerable knowledge of the principles and practices of development review, civil, and transportation project support, including engineering design, permitting, construction support, and coordination of permit and development projects
Knowledge of applicable federal, state, and local laws, codes, regulations, and standards governing engineering design, development review, permitting, and construction support
Knowledge of technical design review principles and practices, including the ability to read, interpret, and evaluate plans, specifications, and as-built drawings
Knowledge of construction methods, materials, testing procedures, and common construction defects, with the ability to recommend corrective measures
Ability to independently analyze complex technical data, perform technical computations, permit applications, and development studies, and prepare clear, accurate technical reports and recommendations
Ability to investigate technical engineering problems independently and enforce requirements firmly, tactfully, and impartially
Ability to interpret plans and specifications and identify deviations during construction and inspection activities
Skill in adapting approved technical methods, standards, and best practices to a variety of development review and engineering support projects
Ability to coordinate and oversee development review tasks, staff comments, and review schedules to ensure timely and consistent completion of projects
Ability to maintain and analyze GIS databases to support infrastructure tracking, reporting, and decision-making
Ability to test, validate, and support permitting and workflow software systems, maintain issue logs, and assist with system transitions
Ability to conduct peer reviews to ensure quality, consistency, and clarity of technical comments
Ability to learn and apply new software applications and technologies to support technical analysis, development review, mapping, and reporting
Ability to effectively communicate technical information orally and in writing to City staff, elected officials, consultants, contractors, developers, and the public
Ability to establish and maintain effective and professional working relationships with colleagues, supervisors, managers, consultants, contractors, external agencies, and the public

Preferred

Engineer in Training Certification or Professional Transportation Planner Certification
