PROGRAM ANALYST
NAVWAR is seeking a Program Analyst to serve in the International Fleet Support Program Office. The role involves attending high-level meetings, providing programmatic briefings, and coordinating project schedules related to Foreign Military Sales.

Responsibilities
You will attend high-level meetings as a senior authoritative representative and subject matter expert in the area of Foreign Military Sales (FMS) case execution activities. This includes hosting of Program Management Reviews or technical meetings
You will provide a wide range of programmatic briefings and reports to senior internal and external stakeholders
You will establish and coordinate multiple project schedules for a variety of FMS cases, including coordination with other USG organizations and the international partner
You will establish and monitor spend plans related to variety of assigned FMS cases
You will perform oversight and monitor NAVSEA program office activities in the area of case execution activities, including foreign disclosure reviews
You will conduct program reviews with NAVSEA program offices, prime industry, and the international partner regarding issues related to FMS case and execution activities
You will issue correspondence that addresses the status of various assigned programs, including resolution of all programmatic, technical and financial aspects of assigned FMS cases
You will frequently liaise with any Washington DC based international partner representatives, including liaison officers
You will review and prepare program documentation to determine appropriate changes or corrective actions to various FMS technical, programmatic and financial matters related to assigned cases
You will provide guidance and direction to NAVSEA program offices to ensure FMS cases are properly reconciled and submitted for closure in accordance with established policy
You will recommend courses of action to senior stakeholders
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: leading the development, coordination, or delivery of Foreign Military Sales (FMS) program case management strategic goals to meet the product and service objectives of allied international naval fleet customers
