PROGRAM ANALYST
The Defense Information Systems Agency is seeking a Program Analyst to support the mission of the US Cyber Command. This role involves leading acquisition planning, conducting complex analyses, and serving as a Subject Matter Expert on the DoD Acquisition System.

Responsibilities
Serves as a Senior Acquisition Planner leading expert and technical advisor in acquisition and program management
Plans, designs, and conducts studies and analyses of complex plans, programs and projects to identify and propose solutions to long standing management problems associated with complex, long-term scientific and technical missions for their program
Evaluates project and budget plan proposals, acquisition plans, strategic plans, spend plans, and required budget exhibits ensuring consistency with overall DISA and DoD goals and objectives
Performs project management, contract management, and management oversight on contracts that cover implementation and installation of complex systems, support services and hardware procurement
Serves as the Subject Matter Expert (SME) on the DoD Acquisition System, and the DoD Program, Planning, Budgeting, and Execution Systems (PPBES)
Qualification
Required
Must be a U.S. Citizen
Males born after 12-31-59 must be registered or exempt from Selective Service
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination
In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months
The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position
The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position
Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service
For this position, qualifying experience is defined as: Managing a program, including fiscal budget planning, monitoring and execution activities; or Contract lifecycle support; or Preparing an Independent Government Cost Estimates; or Providing ongoing acquisition support to mission partners, including scope determination and market research

All qualifications must be met within 30 days after the closing date of this announcement
There is no substitution of education for the qualifying experience at the GG-14 grade level
