Program Manager 3 (Non-Technical)
Los Alamos National Laboratory is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Program Manager 3 to provide senior-level operational, administrative, and business program management support across ETM mission areas, ensuring program alignment with Laboratory policies and federal requirements.

Responsibilities
Serve as the primary point of accountability for the timely and accurate submission, tracking, and management of project plans and related program deliverables, ensuring alignment with program objectives and DOE/NNSA requirements
Provide end-to-end operational integration across programs by developing, standardizing, and sustaining consistent business processes while offering sound recommendations to resolve complex operational challenges
Exercise significant latitude in planning and coordinating logistics, schedules, communications, and administrative support for programmatic meetings, high-level visits, and stakeholder engagements
Maintain organized records and documentation systems that support program evaluation, audits, and compliance
Act as a trusted advisor on business operations, policies, and procedures, applying sound judgment to interpret requirements and proactively implementing process improvements that enhance efficiency, reduce risk, and strengthen overall program effectiveness
Qualification
Required
Demonstrated experience supporting administrative and operational management of complex programs, including planning, coordination, logistics, tracking, and reporting
Advanced knowledge of business operations in mission-driven organizations
Demonstrated ability to operate with limited direction in a dynamic, fast-paced environment while managing multiple competing priorities
Proven ability to plan and execute complex meetings, events, and operational activities involving multiple stakeholders
Proven ability to exercise sound judgment, initiative, and discretion within established policies, procedures, and guidelines
Manage multiple complex workstreams with competing priorities and deadlines, exercising independent judgment to balance program needs, risks, and deliverables
Experience interpreting, applying, and improving policies, procedures, and guidelines
Advanced knowledge of LANL organizational structure, administrative policies, practices, and systems
Demonstrated background in process improvement, operational excellence, or continuous improvement initiatives
Exceptional written and verbal communication skills, including preparation of professional correspondence, reports, briefings, and presentations for senior leadership
Proven ability to engage effectively and diplomatically with internal and external stakeholders at all organizational levels
Advanced proficiency with Laboratory business systems and standard software tools supporting program operations (e.g., financial, procurement, travel, training, and records systems)
Demonstrated ability to handle sensitive and, as required, classified information in compliance with Laboratory and regulatory requirements
Ability to work with sensitive information and/or classified matter in accordance with Laboratory and regulatory requirements
Ensure compliance with safety and security requirements, maintain required training, and stop work if conditions are unsafe or compromise security
Bachelor's degree from an accredited institution and 5 years of directly related experience, or an equivalent combination of education and experience
Preferred
Formal project or program management training or certification (e.g., PMP)
Experience supporting DOE/NNSA programs or interacting with federal stakeholders
Experience providing direct operational support to senior leadership
Active Q clearance
Active Sigma-15
Demonstrated initiative in identifying and implementing business process improvements
