Sr Manager, EEO - Office of the Chief Operating Officer
The Federal Reserve Board is responsible for managing the nation's monetary policy and financial system. The Sr Manager, EEO will oversee the daily operations of EEO compliance programs, provide leadership in staff development, and ensure adherence to EEO policies and practices while managing risks and strategic planning.

Responsibilities
Manages Operations: Manages and ensures continuous improvement of EEO compliance programs and operations. Provides overall strategic direction regarding work methods and procedures, accountability, and management controls and ensures policies are adhered to in addressing EEO complaints, workplace harassment, training, and affirmative employment requirements and initiatives
Manages and Develops Section Staff: Provides leadership in the development of the section. Schedules, assigns and directs work, monitors workload, establishes and adjust priorities, assigns projects, ensures effective and efficient use of resources (both monetary and people). Provides developmental feedback and supports opportunities for training and professional development. Serves as reviewing manager on staff performance evaluations and recommend to senior management personnel actions (hiring, salary administration, position reallocation)
Develops, Implements, Evaluates Programs: Serve as Board liaisons or representative in consulting/collaboration with federal agencies and legislative entities. Act as recognized domain expert within the Board. Exercises strategic oversight and direction for all aspects of the EEO compliance program activities, ensuring programs meet legislative/regulatory compliance and are reflective of current and future organizational needs and objectives. Drive innovative and creative solutions to EEO program challenges, concentrating primarily on systemic workforce issues, that broadly impact equal opportunity
Identifies and Manages Needs and Risk: Identify relevant issues and trends and draw conclusions through analysis of quantitative and qualitative data that can be used to analyze EEO workplace issues, policies, and practices. Anticipates, identifies and manages needs and risk of the Board as they relate to EEO and Compliance initiatives and develops projects and actions that mitigate these risks. Directs staff in research and analysis of significant issues
Strategic Planning: Serves as a member of the division’s management team, helping to identify future goals and objectives for section and division. Actively participate in the division’s strategic planning process. Cultivate new and strengthen existing collaborative relationships with senior management and other colleagues to develop strategic direction and vision for future initiatives of the Board, and visibly champions initiatives to stakeholders. Leads or participates in multi-disciplined tasks forces and workgroups formed within the Board and inter-agencies to address needs and issues relevant to EEO
Develops and Communication of Policies: Responsible for communicating EEO and compliance policies and procedures. Leads policy initiatives to enhance and meet EEO objectives to comply with the laws, regulations, and policies. Provides advice, recommendations, and comments to assist the Director, EEO Programs and OMWI in making programmatic and policy decisions as they relate to EEO compliance. Has technical authority on problems or issues that may require new policy and procedural changes
Represents Board: Represents the Board at conferences and meetings with other Government agencies, private sector organizations, and Federal Reserve Banks on section matters. May represent EEO when the Director, EEO Programs and OMWI is unavailable. May make presentations to Board committees on matters relating to EEO
Manages Budget: COR for Investigation Contractor Work. Formulates and manages all investigation, mediation, facilitation EEO workplace matters. Provides recommendations and justification for program activities, staffing and operational enhancements. Maintains budget reporting requirements for outside contractors, and expenses related to program goals, objectives and initiatives. Coordinates work with outside contractors, Writes or otherwise reviews specifications for major contractual job requirements. Monitors, and reviews contractual work and certifies delivery of required work deliverable (efficiency, cost, and timeliness)
Qualification
Required
Bachelor's degree or equivalent experience
9 years of demonstrated related experience or the equivalent combination of education and experience, including 3 years of managerial experience
Ability to collect and analyze quantitative and qualitative data
Ability to assess legal sufficiency of investigation reports, recommendations
Ability to utilize risk management principles to evaluate and mitigate potential risks
Ability to participate in negotiations and facilitation of workforce EEO complaints and workplace disputes
Ability to apply understanding of how organizations, HR operations, Board policies in particular are impacted by changes in regulations and policy and vice-versa
Ability to interpret and apply law and regulations related to areas of responsibility, evaluate the impact of changes in law, policies and/or regulations
Demonstrates effective interpersonal, oral, and written communication skills
Strong collaborative and service philosophy

Oversees function and/or programs critical to the division and board which affect employee perception and understanding of EEO role, responsibilities, activities, programs and fair and equitable application of workplace policies, practices and procedures with emphasis on EEO policies and practices
Performs a full range of supervisory functions to ensure the quality and quantity of work produced by staff
Plans and directs the work based on priorities and staff responsibilities
Advises, counsels and mentors' staff; resolves work-related issues
Ensures that employees are trained, developed in all required responsibilities and facets of the job and cross-trained where appropriate in overall responsibilities of compliance section and EEO mission and responsibilities
