Responsibilities
Review project documentation, including contracts, Statements of Work, project plans, cost models, and supporting materials
Participate in stakeholder interviews and meetings, both on-site and remote, as required
Provide technical and/or financial analysis related to:
Acquisition and lifecycle costs
Technology architecture and standards
Implementation plans and schedules
Cost-benefit and lifecycle financial models
Alternatives analysis
Net operating cost impacts
Security considerations
Identify risks related to technical design, cost, schedule, implementation, or operations
Contribute identified risks and observations to the project risk register
Support risk assessment and risk response discussions with State stakeholders
Validate information provided by the State and clients for accuracy and completeness
Provide written input, findings, and analysis for inclusion in the Independent Review Report
Support preparation of draft and final Independent Review deliverables
Participate in meetings to review findings and respond to State questions as needed
Technical and/or financial analysis inputs for the Independent Review Report
Cost analysis and model for benefit analysis inputs
Risk Register contributions
Lifecycle Cost Benefit Analysis
Supporting documentation for Independent Review findings
Qualification
Required
Conduct technical and/or financial analysis in support of an independent review of State information technology projects
Architecture review, security assessment, cost & benefit analysis, alternatives analysis
Perform analysis related to: Acquisition and lifecycle costs
Technology architecture and standards
Implementation plans
Cost analysis and benefit modeling
Analysis of alternatives
Impact analysis on net operating costs
Security assessment
Identify and document technical and financial risks
Validate cost, schedule, and technical information provided by the State and clients
Document findings and analysis clearly for inclusion in formal reports
Participate in stakeholder interviews and review meetings
Maintain objectivity, impartiality, and independence
Use State-provided collaboration tools for document exchange and communication
