PROGRAM ANALYST (CYBER OPERATIONS)
USAJOBS is seeking a Program Analyst for Cyber Operations to serve in the Department of the Air Force. The primary purpose of this position is to integrate cyber operations into mission objectives, providing staff guidance, analysis, evaluation, and management of readiness initiatives.

Responsibilities
Administers the Cyber Operations Program. Employs cyberspace capabilities to achieve military objectives or effects in or through cyberspace
Assists in managing Cyberspace Operations to ensure situational awareness and Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO) and DoD Global Information Grid (GIG) Operations (DGO) are executed
Plans Cyber Operations, determines operational requirements, and manages cyber operations activities and resources
Participates in studies, conducts trend analysis, and performs other work associated with maintaining maximum combat readiness of all cyber subordinate units

A bachelor's degree with a specialization in Cyber Operations is highly desired

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems
EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is at least 100%
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but well-precedented assignments
Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods
Knowledge of cyber operations to perform studies and prepare reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly
Skill in applying the principles, concepts, and practices of analysis sufficient to perform difficult assignments
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management
Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field
