This role focuses on driving programs that accelerate business growth, innovation, and job creation across the County while providing expert oversight to fiscal management teams.

Responsibilities
Provide expert oversight and administration of complex economic development programs
Support initiatives such as:
Small Business Assistance Program (SBAP)
Economic Development Fund (EDF) & Loan Program (EDFGLP)
SBIR/STTR Matching Grants
Biotechnology Investor Incentive Program (BIIP)
Cybersecurity Supplement Program (CSP)
Micro Loan Program, Innovation Fund, Job Creation Fund & more
Prepare technical reports, decision memos, and analytical summaries on EDF and tax credit transactions
Negotiate incentive terms with applicant businesses and public agencies
Evaluate applications, perform due diligence, and assess commercialization potential
Provide strategic recommendations to senior leadership
Analyze program performance and recommend improvements
Support fiscal analysis related to capital and operating funds
Qualification
Required
Strong experience in economic development program administration
Expertise in incentive programs, tax credits, and grant/loan funding mechanisms
Experience preparing analytical and technical reports for leadership
Ability to negotiate and structure economic incentive deals
Knowledge of fiscal impact analysis and economic policy development
Strong attention to detail and accountability
Ability to work effectively in a fast-paced, evolving environment
