Responsibilities

Supervise caseworker staff responsible for administering and processing requests for financial assistance within the Human Services Division
Oversee daily Human Services operations to ensure services are delivered efficiently, consistently, and in accordance with County policies and procedures
Provide operational leadership and oversight in the absence of the Human Services Managing Director
Coordinate planning, funding, and grant management activities for County-funded Children’s Services programs
Monitor and evaluate program performance; analyze outcomes, operations, and results; and recommend improvements based on findings
Ensure compliance with all applicable federal, state, and local laws, regulations, and funding requirements across Children’s Services and Human Services programs
Manage invoicing, reimbursement, and payment processes for County-funded programs to ensure accuracy, accountability, and timeliness
Prepare, monitor, and track program budgets and financial reports for both Children’s Services and Human Services programs; analyze trends to anticipate financial risks and provide recommendations to support sound fiscal management
Implement monitoring, accountability, and performance standards for funded programs and contracted organizations
Use data, reporting, and site-visit findings to support continuous improvement, informed decision-making, and effective service delivery
Identify operational, process, or coordination gaps and recommend corrective actions to improve efficiency, accountability, and customer experience
Support planning and coordination of professional development, training, and technical assistance for funded agencies and internal staff
Assist in developing tools, guidance, and resources to strengthen program quality, compliance, and outcomes
Serve as staff liaison to the Children’s Services Advisory Committee, community partners, and special committees
Assist with preparation of materials, presentations, and summaries for advisory committees, the Board of County Commissioners, and community stakeholders
Represent the department and Indian River County at meetings, trainings, conferences, and public events
Perform short- and long-term planning, scheduling, and coordination for Children’s Services and Human Services initiatives
Organize and facilitate site visits, trainings, and events that support and promote County-funded programs
Perform related duties as assigned, including responsibilities during emergencies, in accordance with County policy

Required

Master's degree in human services, education, or a closely related field from an accredited college or university; or
Bachelor's degree in human services, education, or a closely related field from an accredited college or university, plus five (5) years of progressively responsible professional experience, with an emphasis on children's programs, human services, program coordination, or grants management
Ability to direct and oversee support staff in the administration of grant-funded Children's Services and Human Services programs
Strong organizational skills with a high level of accuracy, attention to detail, and ability to resolve complex or sensitive issues
Knowledge of principles, practices, and techniques of public administration
Understanding of economic, social, and cultural factors affecting children, families, and communities
Knowledge of regulatory compliance requirements applicable to publicly funded programs
Expertise in grant and contract management, including budgeting, invoicing, and reimbursement processes
Ability to analyze qualitative and quantitative data to support program evaluation, decision-making, and communication of impact
Skill in developing and supporting strategic communication and social media efforts, including targeted outreach or campaign development
Strong written and verbal communication skills, including the ability to prepare clear materials, presentations, and reports
Ability to facilitate advisory committees, meetings, site visits, and events effectively
Strong prioritization and time-management skills to manage competing deadlines and changing priorities
Proficiency in standard computer applications and software programs required for job duties
