Data Operation Program Manager
The United States Patent and Trademark Office (USPTO) is seeking a Data Operation Program Manager within the Office of Data Management. The incumbent will manage and direct staff activities to improve the acceptance of contractor deliverables and enhance the use of information technology within the office.

Responsibilities
Be a strategic thinker who is able to direct the planning, development, establishment, and maintenance of program policies, procedures, function operations, and systems to evaluate the adequacy, accuracy and timely completion of a large-scale production and publishing program
Be detail oriented and can plan, organize and conduct research on complex issues that involve major areas of uncertainly in approach, methodology, or interpretation to identify appropriate solutions
Be an effective communicator in ensuring implementation by subordinate staff of the goals and objectives of an agency wide program
Be a problem solver who is able to identify and resolve, as applicable, unique issues where no policy exist, recommending innovative action to address new needs and/or issues

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position
Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service
For this position, the next lower grade level is a GS-13
Specialized experience for this position includes: Leading the planning and budgeting efforts, applying strong management and organizational principles and a thorough understanding of planning, programming, and budgeting rules; and Advising leadership on resource needs and priorities to achieve program objectives; and Supervising staff responsible for production and quality-control activities, assign tasks, monitor performance and ensure work meets standards and timelines; and Developing and implementing process improvements to acceptance and processing workflows, including technology upgrades to increase efficiency, data accuracy and timeliness
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
Education may not be substituted for specialized experience at this grade level
