Engineer III - Power BI Platform

Responsibilities
Serve as the primary administrator and subject matter expert for the Power BI Service, including managing tenant settings, gateways, capacities, and environments
Proactively monitor, analyze, and optimize Power BI platform usage and performance to ensure a stable and responsive environment
Design, implement, and maintain a robust platform governance framework, including policies, procedures, and standards for report development and deployment
Oversee the entire application lifecycle management (ALM) process for Power BI, from development and testing to production deployment, using deployment pipelines
Lead the planning and execution of platform upgrades, patching, and software releases, assessing their impact and ensuring seamless transitions
Develop, implement, and enforce a comprehensive security framework for the Power BI environment, including Row-Level Security (RLS) and Object-Level Security (OLS)
Manage user access, roles, and permissions within the Power BI Service, including workspaces, datasets, and apps
Ensure data security and compliance with relevant corporate and regulatory policies (e.g., GDPR, CCPA) by conducting regular security audits
Work closely with the IT and Information Security teams to align Power BI security protocols with organizational standards
Architect, develop, and manage CI/CD pipelines to automate the deployment of Power BI reports, datasets, and apps across development, testing, and production workspaces
Utilize and implement best practices for version control of Power BI artifacts (.pbix or .pbip files) using Git repositories (e.g., Azure DevOps, GitHub)
Leverage Power BI REST APIs and scripting (e.g., PowerShell) to programmatically manage deployment pipelines, handle parameter and data source switching, and refresh datasets post-deployment
Collaborate with BI developers to integrate CI/CD practices into their workflows and establish a seamless, controlled deployment process
Drive the overall Power BI platform strategy, evaluating new features (including Microsoft Fabric) and providing recommendations to leadership
Collaborate with data engineers, architects, and business stakeholders to ensure that BI solutions align with business objectives
Coach junior engineers and developers on BI development and administration best practices
Develop and implement training programs to foster a self-service BI culture while maintaining governance
Perform any other duties as required to ensure Health Plan operations and department business needs are successful
Qualification
Required
Eight plus (8+) years of professional experience in data analytics, with four plus (4+) years of dedicated experience as a Power BI Administrator or Platform Lead
Proven, hands-on experience implementing and managing security models (RLS, OLS) in Power BI
Strong experience with on-premises data gateway configuration and management
Demonstrated expertise in building and maintaining CI/CD pipelines for Power BI, preferably using Azure DevOps or GitHub Actions
Hands-on experience with the Power BI REST API for automated deployments and platform management
Bachelor's degree in Computer Science, Information Systems, or a related technical field from an accredited institution required
Expert-level comprehensive knowledge and deep understanding of the following: Power BI Admin Portal, including tenant settings, capacity management (Premium/Fabric), and workspaces
The Power BI architecture and its integration with the broader Microsoft ecosystem (e.g., Azure Active Directory, Azure Data Lake)
PowerShell scripting for automating Power BI administrative tasks
Strong communication and collaboration skills, with the ability to explain complex technical issues to both technical and non-technical stakeholders
Highly self-motivated and directed
Keen attention to detail
Proven analytical and problem-solving abilities
Ability to effectively prioritize and execute tasks in a high-pressure environment
Ability to present to and communicate with different stakeholders
Ability to work well both individually and in a group
Preferred
Experience working with Microsoft Fabric preferred. Background in data warehousing concepts and ETL processes preferred
Master's degree in Computer Science, Information Systems, or a related technical field from an accredited institution
Microsoft Certified: Data Analyst Associate (PL-300) or other relevant certifications preferred
