Rated Tactical Datalink Military Standards Development Analyst

ACLC is looking for an experienced Tactical Datalink Military Standards Development Analyst to support a DoD client in developing and managing tactical datalink standards in support of worldwide operational objectives. The role involves researching, analyzing, and proposing changes to military standards, as well as participating in various technical meetings and evaluations to ensure interoperability and compliance with established standards.

Responsibilities

Research, engineer, and propose changes to TDL Military Standards (MIL STDs) based on USAF tactical combat system information exchange requirements (IERs), minimizing impact on existing systems. This includes developing and evaluating bit-level implementation specifications, advising software developers and testers, and submitting change proposals formatted IAW JMTCCB TOR. Review draft MIL STDs for errors and provide corrections. Draft TIDP-TE documents for new TDL capabilities as needed. Experienced TDL Analysts should be able to recognize the requirement for, initiate, draft and submit on average an interface change proposal every 2 months (6 per year)
Prepare for and attend AFSIB, Joint, Bilateral and Allied TDL meetings, working groups, and subgroups, as directed by the Government, to participate in discussions regarding USAF TDL objectives. Analyze proposed changes from other entities for impact on USAF systems, considering joint/allied interoperability, and provide written evaluations IAW JMTCCB TOR (reference 6). Research US and Allied technical documents to identify discrepancies and develop change proposals for TDL configuration items including, but not limited to (US MIL STD 3011, 6011, 6016, 6017, 6020, 6090, MADL, as well as applicable NATO Standard NATO Agreements (STANAG) & Allied TDL Publications (ATDLPs), Allied Data Publications (ADatPs), and Allied Procedural Publications (APPs), etc
Assess interoperability test trouble reports to determine affected systems and the criticality of each deficiency. Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels to evaluate test results against relevant MIL STDs, with references to applicable MIL STD paragraphs. Create Interface Change Proposals when appropriate to address shortfalls found in the MIL STD due to test and evaluation analysis
Review newly drafted versions of MIL STDs (with incorporated changes) and find incorporation errors and provide correct bit level formats, verbiage, or notations to achieve intended objectives. Draft MIL STD versions are released on average, every three years
Draft Technical Information Design Plan-Test Edition (TIDP-TE) documents for new TDL capabilities, that provide a basis for formal US MIL STDs, STANAGs, ATDLPs or APPs. Draft TIDP-TE documents are produced on average, once every five years
Review Information Support Plans (ISPs) posted to the JASM web site, to verify the correct MIL STD references are noted. Coordinate with USAF requirements and program offices to provide technical TDL expertise to facilitate TDL integration into USAF platforms and systems. Participate in reviews and development of operational concepts and architectures that use existing and emerging capabilities to achieve USAF platform objectives. May include Integrated Product Teams (IPTs) and other working groups to address specific technical and operational issues. Review and comment on documents submitted to ACC/A5J for coordination
Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government

Required

Master's degree from an accredited university
At least five (5) years' experience working with Tactical Data Link (TDL) Military Standards in support of integrating a TDL onto a platform
A rated Fighter pilot or EWO/WSO
Experience as a TDL System software developer or engineer implementing TDL Military Standards on systems is beneficial - AF Operational Experience as an AFSC 1C5 or 13B will also enhance a candidates value to the customer
The ability to read through highly detailed and complex technical documents to extract relevant information
This position requires a Top Secret clearance
