Environmental Compliance Manager, Utilities
NEOGOV is seeking an Environmental Compliance Manager for the City of Alexandria, LA. Responsibilities
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; maintains records regarding work assignments; consults with assigned staff, assists with complex problem situations, and provides technical expertise
Ensures compliance with all applicable local, state, or federal government environmental rules, regulations, standards, policies, and procedures affecting water, wastewater, gas, electric utility, storm water management, electric generation, air quality, and public works functions
Plans, implements, and supervises the City’s environmental compliance activities; reviews current procedures and programs for effectiveness and recommends changes in work methods; communicates environmental requirements to all divisions of the City
Conducts inspections to identify hazardous materials; informs and trains workers; monitors disposal; develops handling and spill procedures; responds to hazardous materials spills; advises local authorities of the status of hazardous spills and assists in the identification, containment, cleanup, storage, and disposal of hazardous materials; maintains all related documentation as required by environmental rules and regulations
Responds to Administrative and/or Compliance Orders issued by regulatory agencies, informs responsible personnel of any new changes in work procedures
Attends legislative committee hearings and other meetings; represents the City at hearings on proposed regulations, compliance problems, and on division budgets where compliance costs are at issue; provides testimony and presentations regarding impact of proposed and current regulations
Responds to citizens complaints
Reviews construction plans of engineering and/or planning projects for environmental regulatory compliance; conducts public meetings/presentations; coordinates reporting and compliance with environmental regulatory agencies
Develops and implements storm water management activities as required by environmental laws; maintains database for storm water outfall; assists in drafting ordinances relating to storm water concerns; submits monitoring reports to DEQ and EPA
Assists in the preparation and evaluation of environmental permit applications; inspects potential industrial user sites; issues permits
Approves required sampling and testing procedures to be implemented by industrial users; analyzes and evaluates data provided by the users
Develops and implements various projects; performs work requiring the selection, evaluation and application of scientific standards, methods, and criteria in the field, office and laboratory
Advises the administration on environmental related matters; interprets and explains local, state, and federal environmental laws; serves as contact person for DEQ and EPA
Oversees a designated budget; develops, submits, and implements annual budget for department operations; reviews and analyzes budget expenditures and impact on the overall operation of the department; prepares, reviews, approves and/or disapproves purchase order requests
Receives, reviews, prepares, and analyzes a variety of documents, reports, and forms to include environmental impact reports, hazardous materials handling procedures, materials safety data sheets, storm water outfalls, federal and state environmental codes and regulations, permit applications, permits, performance evaluations, lab reports, and related information
Qualification
Required
Bachelor's degree in Biology, Chemistry, Environmental Science, Chemical Engineering, Environmental Engineering, or related field
Five (5) years of progressively responsible management experience in environmental regulatory compliance or closely related field
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
May require specialized certifications and/or training as deemed necessary
May require a valid State of Louisiana driver's license
Must maintain driver's license throughout employment in this position
