Responsibilities

Plan/scope/execute change-management initiatives across mission-support portfolios
Select and apply change-management strategies, communication methods, and repeatable processes to support adoption of new policies, systems, and procedures
Develop, maintain, and update Integrated Master Schedules (IMS) reflecting dependencies, milestones, risks, and resource needs
Design and implement full-spectrum communications programs tailored to senior leaders, civilian staff, military personnel, and stakeholders
Produce strategic communication products (executive briefings, presentations, brochures, fact sheets, playbooks, and web-ready video content)
Support project identification, prioritization, portfolio development, execution tracking, and benefits/ROI analysis
Facilitate project chartering, stakeholder engagement, risk/issue management, close-out activities, and lessons-learned documentation
Support development, maintenance, and updates of the PSC Strategic Plan aligned with higher-level DHS/USCG directives
Conduct environmental scans, analysis of alternatives, strategic alignment assessments
Facilitate senior-level strategy sessions, workshops, and decision forums
Develop performance metrics, dashboards, and monitoring tools to track progress and inform leadership decisions
Assist sub-commands in translating enterprise goals into measurable objectives and performance indicators
Conduct business-case analyses, alternatives analyses, and organizational performance assessments
Apply business-process improvement tools (e.g., Lean Six Sigma, process mapping, metrics reviews)
Capture, analyze, document current-state processes and recommend performance improvements
Design and implement performance-measurement and reporting frameworks at program and enterprise levels
Support cost estimating, performance analysis, and Integrated Baseline Reviews (IBRs)
Support initiation, execution, management, and evaluation of performance-management programs
Provide expert assistance in process improvement, performance measurement, and organizational effectiveness
Maintain and enhance performance-management methodologies and practices
Transfer knowledge and skills to government personnel for long-term sustainment
Provide governance, planning, and analytical support for PSC initiatives and leadership decision-making
Modernize and sustain PSC Microsoft Access-based tools, including: Data architecture modeling and optimization, Workflow and process analysis, SQL/VBA development and maintenance, Data analytics, dashboards, and reporting, Risk and issue management, Deployment support and user assistance
Ensure systems are scalable, interoperable, and compliant with USCG standards
Plan, schedule, facilitate workshops, working groups, meetings (in-person and virtual)
Coordinate logistics, calendars, venues, and collaboration tools (VTC, MS Teams)
Develop agendas, read-ahead materials, presentations, and meeting artifacts
Capture meeting minutes, decisions, action items, and track items to closure
Edit, format, proofread, archive documentation in accordance with PSC standards
Provide non-inherently governmental business and project management support
Support strategic priority development, performance measurement, and progress tracking
Align Coast Guard initiatives with DHS and national priorities
Develop and execute communications and program-management activities supporting senior-leader objectives

Required

Bachelor's Degree in Engineering, Business, or related field
PMP or DHS mid-level PM experience or equivalent
6 years' experience; or 5 years' experience with a Master's or higher
Proficient in Microsoft Windows (including the Microsoft Office Suite, Microsoft Project, Microsoft Access, Python, Office365 and SharePoint)
