SAF/IA Singapore Program Analyst – Security Cooperation
DarkStar Intelligence is seeking a Program Analyst – Security Cooperation to provide analytical, program execution, and coordination support to the SAF/IA Indo-Pacific Division. This role supports Foreign Military Sales and security cooperation activities by maintaining accurate program data and assisting in the execution of U.S. Air Force security cooperation programs with Singapore.

Responsibilities
Provide support for Foreign Military Sales (FMS) case development, execution, monitoring, and reporting for Letters of Offer and Acceptance (LOAs) and Letters of Request (LORs)
Maintain and update cost, schedule, and performance data, including FMS case trackers, databases, and program status reports
Prepare official correspondence, Staff Summary Sheets (SSS), briefings, background papers, and recurring reports in support of SAF/IA leadership
Support senior leader engagements, working groups, conferences, and logistics/program/financial management reviews (L/P/FMRs)
Coordinate with DoD, USAF program offices, DSCA, AFLCMC, interagency partners, and U.S. industry stakeholders to support program actions and information requests
Develop and maintain Key Essential Personnel contact lists for U.S. Government, RSAF, Singapore Ministry of Defence, DSTA, and Embassy stakeholders
Conduct programmatic and political-military research and analysis to support decision-making and partner-nation responses
Assist with drafting amendments or modifications to existing USAF agreements with the Government of Singapore
Participate in classified and unclassified meetings with U.S. Government and Singapore defence counterparts, as directed
Safeguard classified, controlled unclassified, and sensitive U.S. Government information in accordance with security and disclosure regulations
Qualification
Required
Active SECRET security clearance
Bachelor's degree (International Affairs or related field preferred)
Minimum 4 years of Department of the Air Force FMS case development, programming, or implementation experience
Minimum 2 years of Security Cooperation experience or experience with DSCA or a similar Implementing Agency
Demonstrated knowledge of FMS processes, DoD acquisition policies, and security cooperation frameworks
Preferred
Experience supporting Singapore or Asia-Pacific security cooperation/FMS programs
Familiarity with USAF aircraft platforms (e.g., F-16, F-15E, F-35)
Knowledge of ITAR, National Disclosure Policy (NDP), and U.S. export control regulations
Experience using the Security Cooperation Information Portal (SCIP)
Strong written and analytical communication skills
Fluency or proficiency in Mandarin and/or familiarity with Singapore or regional culture
