Human Services Investments Senior Project Manager

The City of Boulder is seeking a Human Services Investments Senior Project Manager to manage allocations of human services grants to community-based nonprofit and government partner agencies. This role involves overseeing various funding programs, developing funding strategies, and fostering relationships with community agencies to ensure effective investment processes and positive community impacts.
Government Administration

Responsibilities

Coordinate and manage competitive fund round processes for the Health Equity Fund, Human Relations Fund, Human Services Fund and Substance Education and Awareness (SEA) Fund, including fund round timelines and milestones, application review, scoring and funding deliberation activities with funding advisory committee members, and overseeing grantee contracting and reporting requirements and processes
Oversee preparation of funding recommendation reports and documents
Assess and address additional human services needs through staff-initiated funding for off-cycle special initiative programs
Oversee coordination with the City Attorney’s Office, department Budget Analyst Principal to ensure city contracting requirements
Assign and oversee completion of Grant Specialist tasks regarding contracting, payment distribution and reporting processes, and other tasks
Manage contracts with consulting agencies for training, evaluation or other services
Develop and implement communications strategies for funding programs, including creating and/or disseminating educational materials and annual reports; coordinating with department communications staff for website and media outreach
Create, maintain, and/or modify as necessary, funding program strategies and evaluation frameworks
Collaborate with department investment staff and other teams assess community needs and develop strategies to address them
Design, implement and coordinate evaluation systems, including data collection, site visits and audits for funded agencies
Assess, recommend and assist in integration of common funding application, allocation, contracting and evaluation processes among other funding programs, where applicable
Participate in department, local and regional workgroups and initiatives related to human services funding and other investment activities and issues
Coordinates outreach to community nonprofit agencies about funding opportunities
Conduct or coordinate technical assistance for agencies applying for funding
Plans and coordinates skill-building and training for grantee agencies
Plans and conducts grantee events for networking, skill-building, collaboration, and input on funding program strategies
Participate in and contribute leadership to the department Community Investment Team
Participate in regional investment collaboratives such as the Boulder County Funders Collaborative
Participate in other HHS Networks with regional, statewide and national coalitions on topics such as health equity, racial equity, philanthropy and grantmaking, and other issue areas to track new strategic ideas and opportunities
Supervises Grant Specialist position by training, coaching, supporting and evaluating duties and responsibilities
Maintain a department-wide perspective and recommend actions that support the department's success
Manage special projects as assigned; collaborate with other department and city staff
Participate in and serve as a leader in department-wide strategic planning
Model the city's values
Work collaboratively and effectively as an inter-divisional and inter-departmental team member
Work collaboratively and effectively as a city-wide work team member including on investment decision-making with federal funding, pandemic and emergency response coordination, and other issues directly related to human services investments, equity and community resilience
Attend and facilitate department staff, team and city meetings
Participate in professional development trainings as outlined in annual performance review
Commit to the city's vision and values
Perform related duties as required by management to meet the needs of the city and those it serves
Stay knowledgeable and up to date of trends in the field; remains aware of and is sensitive to community issues impacting the planning process
Take proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property
Demonstrate accountability for knowing and complying with all city and department policies and procedures, providing leadership and oversight for insuring adherence to the city and department attendance and employment policies

Required

Ability and willingness to attend evening meetings
Ability to demonstrate attention to detail, with a high degree of accuracy
Ability to work in a team-oriented environment
Knowledge of and experience in addressing systemic socio-economic inequities, and with equitable funding practices
Knowledge of and familiarity with human services needs, trends, systems and organizations
Skill in administration, planning and organization, strong analytical abilities and knowledge of statistics or research methodology
Skill in negotiation and the ability to organize and direct resident advisory groups
Skill in project management
Skill in verbal and written communication, including public presentations and community relations skills; computer word processing and spreadsheet skills
Valid Driver's License and ability to maintain an acceptable motor vehicle record
Have and maintain acceptable background information, including criminal conviction history and credit history
Bachelor's degree in Public Administration, Business Administration, human services or related field; or equivalent of eight (8) years of related experience may substitute for the education requirement only
Five (5) years of progressively responsible experience working with local government, nonprofit organizations and public service that includes three (3) years of experience specific to human services funding and also includes one (1) year of lead or supervisory experience

Preferred

Knowledge of and experience with community funding (grant seeking and/or grantmaking), and equitable grantmaking practices
Knowledge of and experience working among and communicating with community members and organizations representing diverse populations and perspectives
Master's degree in related field; or equivalent of twelve (12) years related experience may substitute for the education requirement only
