INFORMATION TECHNOLOGY SPECIALIST I
Caltrans District 3 is responsible for improving lives and communities through transportation. They are seeking a Web Management Developer Specialist to develop and maintain web-related projects, ensuring adherence to departmental standards and utilizing various web technologies.

Responsibilities
Designing, developing, maintaining, and enhancing internal and external-facing websites
Developing reports and other outputs
Participating in the development and documentation of new designs, specifications, and procedures while adhering to departmental standards
Managing web-based projects, including project planning, status reports, technical oversight, quality, and scope management
Qualification
Required
Ability to work independently and lead projects
Experience using Web Content Management platforms such as Drupal and Sitecore
Experience with responsive page layout (Bootstrap or Foundation)
Expert troubleshooting using multiple browsers, debugging, and testing techniques
Designing, developing, maintaining, and enhancing internal and external-facing websites
Developing reports and other outputs
Participating in the development and documentation of new designs, specifications, and procedures
Managing web-based projects, including project planning, status reports, technical oversight, quality, and scope management
Experience with technologies such as .NET MVC, MS SQL Server, C#, and ASP
Possession of a valid driver's license when operating a state owned or leased vehicle

Statement of Qualifications (SOQ) is required
Preferred
Experience with Drupal CMS platforms and familiarity with Sitecore CMS
Expertise in latest version of PHP, MySQL, and the LAMP stack to design, develop, and maintain complex web applications
Proficiency in modern front-end technologies, including JavaScript, HTML5, CSS3, and responsive frameworks like Bootstrap or Foundation
Knowledge of WCAG 2.1/2.2 AA and Section 508 standards, specifically in remediating web content for ADA compliance
Strong customer service and communication skills, with ability to explain technical concepts to non-technical staff
Strong organizational skills, with the ability to manage multiple priorities and deadlines
Ability to collaborate with program staff, IT peers, and external partners
Ability to learn and apply emerging technologies, including artificial intelligence (AI) tools and automation, to improve web content management, accessibility compliance, and digital service delivery
