Plant Utilities Engineer 1 (NY HELPS)
The NYS Office of Children and Family Services is seeking a Plant Utilities Engineer 1 to operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment. The role involves supervising staff and contractors, ensuring the safe and efficient operation of heating facilities and mechanical equipment, and developing energy conservation projects.

Responsibilities
Operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment providing heat, hot water, ventilation, air conditioning, and electrical distribution in a safe and efficient manner
Identify, recommend and develop energy conservation projects
Supervise subordinate staff in the operation and maintenance of heating facilities and mechanical equipment
Supervise contractors in an emergency or project situation
Responsible for operations of the overall physical plant

Qualification
Required
One year of permanent competitive or 55b/c service in this title
U.S. Air Force: Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program
U.S. Coast Guard: Must have been an enlisted machinery technician (MK) OR possession of a certificate as a Marine Engineer issued by the Coast Guard
U.S. Army: Must have been an enlisted power generation equipment repairer
U.S. Navy: Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman
U.S. Merchant Marine: Must have a merchant mariner's document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/watertender, refrigerating engineer or engineman
Completion of a NYS Department of Labor apprenticeship program for stationary engineers or for plant maintenance (plumber/steamfitter), HVAC mechanic, or plant maintenance (refrigeration/AC)
Completion of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License
An associate's degree in HVAC, from an accredited college and two years of satisfactory hands-on experience in the operation and maintenance of boilers and/or auxiliary equipment or HVAC equipment in commercial, industrial, or institutional facilities
A bachelor's degree in Facilities Engineering, Mechanical Engineering, Electrical or Marine Engineering
Completion of a HVAC certificate or diploma from a BOCES program (900 hours)
Completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, plumbing from an accredited technical school or technology college
Four years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment
Four years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and /or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment
