Enterprise Architect – VA iFAMS / FSC / Claims Systems
Doyle Security Services, Inc. is seeking a senior Enterprise Architect to support Veterans Affairs Financial Services Center programs, focusing on financial operations and healthcare claims processing. The role involves leading architecture efforts, ensuring compliance with VA standards, and collaborating with various stakeholders to design scalable technical solutions.

Responsibilities
Lead architecture efforts across Business, Application, Data, Infrastructure, Cloud, Security, AI/GenAI, and Governance domains in support of VA FSC and iFAMS initiatives
Translate VA and FSC mission goals, financial operations, and claims-processing strategies into enterprise technical roadmaps
Establish and maintain VA-aligned enterprise design patterns, reference architectures, and solution standards
Provide architecture leadership for iFAMS financial management systems, including:
Financial processing
API integrations
Data flows and governance
Design and review architectures supporting VA financial operations, payroll, accounting, and funds control
Support capital planning, IT investment management, and CPIC activities from an EA perspective
Conduct alternatives analysis and risk assessments for financial system modernization initiatives
Design and govern architectures supporting VA healthcare claims processing, including:
X12 and HL7 transaction flows
Integration with external trading partners
Secure data exchange models
Lead API and integration design for IBM Sterling B2B Integrator, supporting healthcare claims and financial transaction processing
Ensure compliance with VA, federal, and healthcare interoperability standards
Architect legacy-to-cloud transition strategies for VA financial and claims systems
Design hybrid and multi-cloud solutions leveraging AWS, Azure, and on-prem environments
Support modernization efforts involving GenAI, AI chatbots, and advanced analytics for VA enterprise systems
Establish architecture standards for scalability, security, resiliency, and performance
Lead and participate in architecture reviews, recommending improvements to system design and integrations
Define and enforce EA governance standards, including documentation, review gates, and compliance checkpoints
Produce and maintain high-quality EA artifacts, including:
Architecture domain diagrams
Logical and physical solution designs
Business Enterprise Architecture Assessments
Mentor architects and engineers while fostering a collaborative, mission-focused team environment
Communicate clearly with VA stakeholders, leadership, and technical teams
Qualification
Required
Bachelor's degree in Computer Science, Information Systems/Technology, or related field. Eight (8) years of relevant experience may substitute for education
Minimum 10 years of experience in Enterprise Architecture or senior solution architecture roles
Demonstrated experience supporting VA, FSC, or federal financial systems
Strong knowledge of: iFAMS, VA financial operations, Healthcare claims processing systems
Excellent verbal and written communication skills
Enterprise Architecture frameworks and methodologies: TOGAF, SAFe, SDLC, Federal EA, FSAM, VAAF, DoDAF
Hands-on experience with: IBM Sterling B2B Integrator (X12, HL7), API architecture and enterprise integration, iFAMS financial enterprise API integrators, ETL tools (e.g., Informatica), SOA / ESB platforms (MuleSoft, Oracle Service Bus, JBoss), GenAI and AI chatbot integration
Strong documentation skills using: Unicom System Architect, Visio, SharePoint, PowerPoint
ServiceNow ITIL and incident management experience
BPMN and data modeling experience preferred
Preferred
10+ years providing EA consulting services within federal programs
Experience supporting EA governance, CPIC, and Exhibit 300 reviews
Certifications in: TOGAF, AWS or Azure, IBM Sterling B2B Integrator, iFAMS, SOA / ESB platforms
Proven ability to manage multiple priorities and deliver under tight deadlines
