Responsibilities

Provide staff support to the Secretary, Deputy Secretary, Assistant Secretary for PD&R, and principal staff in the resolution of major, cross-cutting policy issues arising in the Department's budget formulation process
Provide policy analyses of the urban impact of policy and programmatic initiatives, legislative initiatives, the budget, and on-going programs, and policies of the Department and other Federal agencies, which have an impact on HUD programs
Direct and supervise the activities of the PDD, including: Conception, development, assessment, and evaluation of proposals for new or revised Departmental initiatives, policies, and programs
Provide independent, objective review and analysis of new or revised policies by other Assistant Secretaries

Required

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
Must be U.S. Citizen or U.S. National
A probationary or trial period may be required
A one year supervisory or managerial probationary period may be required
Must successfully complete a background investigation
Public Trust - Background Investigation will be required
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so

You must meet the following requirements within 30 days of the closing date of this announcement
For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service
Specialized Experience for this position includes: Applying technical experience with federal program policies that may include drafting technical legislative commentary; AND Communicating and facilitating evidence-based budget justifications to internal and external stakeholders; AND Coordinating or facilitating a multidisciplinary team in the analysis of federal social science program data that may include: housing, community development, or fair and equal opportunity programs; AND Coordinating and communicating with senior leaders to develop strategic plans and policy proposals with a focus on linking federal research, programs or policies; AND Providing guidance and leadership to office staff, comprehensive workforce planning, budgetary oversight, performance management or continuous development of personnel to achieve organizational goals
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency

Preferred

Behavioral or social science; or related disciplines appropriate to the position
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
