Responsibilities

Lead day-to-day operations of Boeing support to the Starfire Optical Range facility in Albuquerque, NM and oversight of Research and Development activities for Boeing at the Advanced Maui Optical Site in Maui HI, ensuring test scheduling, asset availability, and adherence to safety and regulatory requirements IAW contractual requirements
Manage a multidisciplinary team of engineers, technicians, operators, and support staff; recruit, develop, evaluate and retain personnel
Oversee execution of optical research & development and test programs, including system integration, alignment, calibration, data collection, analysis, and reporting
Develop and manage budgets, forecasts, and resource allocation for facility operations and capital improvements jointly with the customer
Drive continuous improvement initiatives to optimize execution, reduce downtime, and improve data quality and repeatability
Ensure compliance with safety programs (e.g., laser safety, hazardous materials), facility security, environmental regulations, and any export-control requirements
Coordinate with government sponsors, sub-contractors, academic partners, and internal stakeholders to define requirements, schedules, deliverables, and acceptance criteria
Lead long-term planning for facility upgrades, modernization, and sustainment; prepare technical and cost proposals to secure funding
Establish and maintain quality assurance processes, standard operating procedures (SOPs), and configuration control for test articles and instrumentation
Serve as the on-site Boeing authority for optical test methodologies and facility capabilities; present technical briefings and program status to senior leadership and customers

Required

10+ years performing in a leadership role
5+ years of experience leading projects that require integration across business units and/or multiple functions
5+ years of experience working with Earn Value Management (EVM)
Strong communication, problem solving and analytical skills
Experience in preparing and presenting executive level briefings
This position requires an active U.S. Top Secret/SCI Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Preferred

Bachelor's Degree or higher
Directly participates in establishing, managing and administering multiple projects concurrently
Experience in developing and managing technical, cost, and schedule metrics and technical performance measures (TPM)
