Conducting background studies in accordance with the Human Services Background Studies Act (245C)
Draft letters regarding compliance requirements
Analyze results and make decisions independently
Respond to inquiries
Follow data privacy/records retention policy

Required

Two (2) years advance administrative support, paraprofessional, or technical experience with background study processes; OR
Associate degree in criminal justice, law enforcement, paralegal or human services and one (1) year advanced administrative support, paraprofessional, or technical experience with background study processes
Experience must demonstrate the following:
Draft letters regarding compliance requirements
Analyze results and make decisions independently
Respond to inquiries
Follow data privacy/records retention policy

Knowledge of Workplace Ethics
Knowledge of Data Privacy & Security
Knowledge of Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act)
Knowledge of Minnesota Statutes, Chapter 245A (the Human Services Licensing Act)
Knowledge of Adam Walsh Child Protection and Safety Act of 2006 (Federal Law)
Knowledge of Minnesota Statutes, Chapter 245C (the Human Services Background Studies Act)
Knowledge of Minnesota Statutes, sections 626.556 (the Maltreatment of Minors Act), and Minnesota Statutes, section 626.557 (the Vulnerable Adult Act)
Knowledge of all applicable Minnesota Rules pertaining to licensure by the Department of Human Services
Knowledge of applicable federal laws and rules pertaining to conduct background studies related to prospective child foster care and adoptive placement
Knowledge of administrative, criminal, and civil laws pertaining to the background study process
Demonstrate an excellent use of grammar and syntax and must be able to convey complicated legal and procedural information clearly and concisely with a minimum of oversight
Excellent computer and word-processing skills and must have extensive experience managing the various databases used in the background study process
Make independent judgments resulting in decisions that must stand up to administrative and/or judicial review
Possess high standards for accuracy of work and must be able to work independently
Variety of experiences working effectively with others from different backgrounds and cultures
