Environmental Program Specialist 1 / Trainee 1 / 2 - NY HELPS

The NYS Department of Environmental Conservation is responsible for the state's environmental protection and conservation efforts. They are seeking an Environmental Program Specialist to assist with land and open space conservation initiatives, including planning, coordinating, and implementing various conservation programs.

Responsibilities

Assist staff with the New York State Open Space Conservation Plan including updates to the Plan and reporting requirements
Assist staff with implementation of the state’s 30x30 law, including required reporting
Assist with GIS analysis that supports open space conservation and 30x30 analysis
Help research, develop, plan, track, and implement NYS’s Forest Action Plan, including 5- and 10-year updates
Work with staff across divisions and regions of DEC as well as with other agencies, including NYS Office of Parks, Recreation and Historic Preservation
Conduct public outreach to stakeholders
Develop meeting agendas and communications materials such as emails, briefings, reports, and presentations
Summarize public responses and comments to plans, proposals, workplans, and other proposals that go out to the public and other stakeholders including private groups, government, non-profit partners, and members of the public
Work with other DEC staff to support administration, management, and evaluation of grants to land trusts, municipalities, and other eligible entities for open space acquisition and conservation
Represent DEC at press events and meetings

Required

Four years of experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience

Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position

Preferred

Familiarity with NYS land conservation programs at local and statewide levels
Experience with NYS or Federally funded grants for land acquisition
Knowledge of environmental policies, conservation planning, land acquisition procedures and land management practices
Proficiency in database management, and Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Access)
Experience with data management, analysis, prioritization, and quality control
Strong organizational skills and ability to manage multiple projects simultaneously
Strong organizational, verbal and written communication skills and ability to present information and results
Able to process and broaden working knowledge of mandatory programs, including an understanding of technical documents
Capable of communicating and dealing effectively with the public, government, contractors and other outside entities
Ability to work independently and professionally
