Development Project Coordinator

The City of Billings is seeking a Development Project Coordinator for projects in the City's Development process. The role involves coordinating with developers, contractors, and City departments to ensure project efficiency and compliance throughout the project lifecycle.
Government Administration

Responsibilities

Serves as project coordinator on assigned projects from pre-application through project completion
Coordinate with customers and City departments to maximize project efficiency
Maintain constant awareness of progress on assigned projects to minimize delays
Develop strategies to assist customers and city staff to maximize process efficiency
Participate in the evaluation of procedures and in the development of new and improved practices
Disseminate information in response to public or internal inquiry requiring judgement, knowledge and interpretation of department procedures and regulations
Create and update project reports for the City Administrator, Mayor and Council, and customers
Coordinate communication or mass distribution of information by social media, website, publication, phone or other media as may be necessary to reach the appropriate audience. Prepare and distribute materials related to council agenda items and memos for the Department
Closely monitor and report on progress regarding special issues and development project concerns
Manage proactive relations activities, including media campaigns, and strategic partnerships. Identify and leverage tools to meet Division and City objectives
Plan and organize training opportunities for staff and customers for code or procedural changes or updates
Plan and organize forums, surveys, and utilize feedback tools to gauge efficiency and effectiveness of the City's development process
Research, gather, compile, and prepare information as required to complete project narratives, reporting documents, or other activities
Assimilate acquired information using comparative and analytical techniques
Prepare data for reporting and presentation in variety of formats as needed, including source information and methodology used
Develop and maintain data files, spreadsheets and databases as needed
Engages in data management practices, ensuring accessibility, integrity and reliability of department data
Organize and prepare reporting of development process data and statistics
Review construction documents for code compliance
Utilize plan review software to review, issue corrections, and approve assigned projects
Plan review will generally be performed as backup for other staff as workload requires
Performs all other duties and tasks assigned
Will perform any other function or duty as assigned by the Department
Provides back up to Department staff with assigned tasks as needed, covers duties during staff absences

Required

Bachelor's degree in engineering, construction, architecture, or a related field and two (2) or more years of experience in project management, design, construction supervision, permitting, marketing, communications, and/or change management
A two-year degree in a related field with four (4) or more years of experience in project management, design, construction supervision, permitting, marketing, communications, and/or change management
A combination of six (6) years of education and experience in project management, design, construction supervision, permitting, marketing, communications, and/or change management
Must be proficient with Microsoft applications including Word, Excel, Publisher, and PowerPoint
Must be familiar with the permitting and construction process and be able to read and understand plans, building codes, and ordinances
Must have a valid Montana driver's license or one must be obtained within thirty (30) days of employment
Obtain an ICC Plans Examiner Certification (IRC or IBC) within six months of employment and second Plans Examiner Certification within one year of employment

Preferred

Experience with municipal government and knowledge of department and functional operations
