Responsibilities
Lead day-to-day program management for a portfolio of DoD/Navy information systems and cyber/network projects, ensuring alignment with contract requirements and mission objectives
Manage program scope, cost, schedule, and performance; monitor risks and issues; implement mitigation plans to keep programs on track
Oversee a skilled cyber and network infrastructure workforce, including contractor personnel, and ensure effective tasking, prioritization, and resource allocation
Develop and maintain integrated program plans, schedules, and budgets; provide accurate forecasts and status reports to both client and corporate leadership
Serve as the primary point of contact (POC) for DoD and Navy stakeholders, building strong business relationships and ensuring responsive, proactive communication
Direct technical and administrative support activities, ensuring product and service quality, on-time delivery, and adherence to performance standards
Prepare and deliver formal briefings and written reports to senior DoD/Navy officials, communicating program status, risks, metrics, and recommendations
Develop, document, and refine program management processes and procedures to drive continuous improvement and compliance with DoD and Navy policies
Qualification
Required
Bachelor's degree from an accredited college or university in an engineering, scientific, business, or technical field. Acceptable Substitute: A total of ten (10) years of professional experience managing multiple information systems projects may substitute for the degree requirement
Minimum of five (5) years of management experience on a significant DoD program, with responsibility for cost, schedule, performance, and risk management
At least five (5) years of management experience on a U.S. Navy contract, including product and service quality, scheduling, cost management, business relations, and personnel management
Proven skills and capabilities in program management aligned with DoD structure, policy, and mission, including strategic planning, program governance, and stakeholder management
Demonstrated leadership and accountability within DoD contracting environments, successfully leading cross-functional and contractor teams
Strong ability to communicate effectively with senior officials (e.g., DoD clients), both verbally (briefings, meetings) and in formal written reports
Active DoD Secret security clearance required at time of application
