Quality Manager (Childrens Services)

Responsibilities
Lead a quality, compliance and assurance programme for CareTech Group children’s services across England, Wales & Scotland
Establish and maintain strong relationships with all relevant external regulators and provide expert advice and assistance in all care related regulatory matters
Support the implementing and managing of quality assurance, inspection and audit practices to provide assurance of the on-going quality and safety of CareTech children’s services
Share best practice that will enhance the reputation of CareTech as a high-quality provider of care and support to individuals across the range of CareTech of services
Monitor the processes and procedures that ensure the safety and welfare of all children served by the Company and monitor practice at services, responding urgently and appropriately to any concerns that might arise
Work closely with operational teams and support senior managers and the Executive to drive continual quality improvement within the Company and provide ongoing support and monitoring to ensure compliance and improvement against regulation and good practice guidance
Assess the quality, compliance and regulation of all CareTech Group children’s services, recording and monitoring findings to ensure that: Children are safe
Establish and maintain excellent relationships with key external regulatory bodies in particular Ofsted, CIW, CIS and CQC
Capture learning from operational practice to inform organisational developments
Develop and maintain best practice and standards, sharing experiences across the organisation
Support operational colleagues to deliver best practice and compliance
Ensure that policies, procedures, practice and compliance are developed and are up to date, serving the needs of the organisation’s mission, aims and objectives
Develop and effectively implement internal policy
Develop and effectively implement all quality assurance frameworks in conjunction with operational colleagues
Provide service improvement guidance to operational and support teams to develop good practice
Lead on projects at a national level with support from the Deputy Director
Present information verbally (in person/virtually) and via written communication in a concise way that is easy to understand
Contribute to the development of national and local strategies including operational plans that increase and enhance a performance culture across services that delivers robust evidence-based best practice
Provide the Deputy Director of Compliance, Quality and Regulation with regular service reports on progress with improving standards and compliance, learning from safeguarding concerns, and analysing quality and compliance patterns and trends across all services
Urgently advise the Deputy Director of Compliance, Quality and Regulation of any emergency safeguarding issues and support in the investigation and embedding any learning from all incidents
Carry out investigations, as required, and work in partnership with internal and external stakeholders to develop, implement and monitor remedial action plans
Promote the corporate quality assurance agenda ensuring that operational colleagues are supported to deliver required quality outcomes for the children entrusted to our care
Communicate CareTech Community Services’ vision and values clearly in all aspects of the role
Develop a business culture based on quality that will deliver successful commercial outcomes that position CareTech Community Services as a leading Industry Provider of services for children with complex needs
Support compliance with all Regulations and submit reports following visits on compliance and service improvement plans to the relevant operational colleagues and the Deputy Director of Compliance, Quality and Regulation
Carry out, as required, other duties consistent with the level of the post
Qualification
Required
Experience in leading quality, compliance and assurance programmes in children's services
Strong relationships with external regulators such as Ofsted, CIW, CIS and CQC
Ability to implement and manage quality assurance, inspection and audit practices
Experience in monitoring processes and procedures for the safety and welfare of children
Ability to drive continual quality improvement within an organization
Experience in providing ongoing support and monitoring for compliance and improvement
Ability to assess quality, compliance and regulation of children's services
Experience in developing and maintaining best practice and standards
Ability to support operational colleagues in delivering best practice and compliance
Experience in developing and implementing internal policies and quality assurance frameworks
Ability to provide service improvement guidance to operational and support teams
Experience in leading national projects
Strong verbal and written communication skills
Ability to contribute to the development of national and local strategies
Experience in providing regular service reports on standards and compliance
Ability to advise on emergency safeguarding issues and support investigations
Experience in working with internal and external stakeholders to develop action plans
Ability to promote a corporate quality assurance agenda
