Quality Control Manager (QCM)
M&J Engineering is a quality provider of multi-discipline consulting services, and they are seeking a Quality Control Manager (QCM) to support Quality Control services on the CTDOT TIME 1 Contract. The QCM will oversee, audit, and verify the Contractor’s Quality Control Program and construction activities for compliance with Contract Documents and Agency Standards.

Responsibilities
Establish, maintain and implement a written Project-Specific Quality Control (QC) Program in accordance with the CTDOT requirements
Verify that the Contractor’s QC Program addresses all required elements, including: Organization and authority, Document and submittal control, Design and shop drawing control, Procurement and materials control, Subcontractor, fabricator, and supplier quality oversight, Inspection and testing procedures, Special process control, Non-conformance resolution, Records management and reporting
Confirm that the QC Program is maintained as a living document, with revisions submitted, reviewed, and implemented as conditions change
Provide CEI oversight of Contractor QC activities for critical and routine work categories, including but not limited to: Earthwork, drainage, asphalt, and concrete, Structural steel and bridge construction, Foundations, piles, drilled shafts, and retaining systems, Electrical, environmental, and permit compliance, Railroad trackwork, signals, circuits, and overhead catenary systems
Ensure that hold points identified in the QC Program are enforced and that work does not proceed without required inspections and releases
Verify competence and qualifications of Contractor QC staffing during simultaneous critical work operations
Audit Contractor inspection, sampling, and testing activities for compliance with Contract requirements
Review inspection reports, test results, and QC documentation for completeness and accuracy
Confirm use of qualified laboratories (AASHTO AAP / NETTCP) and certified QC personnel
Review and track: Contractor-issued Non-Conformance Reports (NCRs), Agency-issued Non-Compliance Notices (NCNs)
Verify corrective actions, closures, and implementation of preventive measures
Ensure lessons learned and procedural changes are communicated to field personnel
Verify Contractor document control systems ensure only current, approved documents are used in the field
Monitor submittal logs, status tracking, and recall of superseded documents
Ensure QC records are properly maintained, protected, and retained in accordance with Agency requirements
Review and validate Contractor daily and monthly QC reports, including: QC activities and inspections, Testing and sampling results, Non-conformance status updates, Submittal status tracking, Two-week look-ahead schedules
Participate in and support bi-weekly QA/QC meetings with CTDOT and Contractor representatives
Maintain independence from Contractor means, methods, and production activities
Possess authority to recommend suspension of work for quality non-compliance
Qualification
Required
Bachelor's Degree in Civil Engineering, Construction Engineering, or related discipline
Minimum 8 years of experience in any combination of: Field inspection experience, Construction or Construction Management experience relevant to the type of work and the scope of the Project, Previous experience as a Quality Control professional
Demonstrated experience on CTDOT projects
Proven experience reviewing and overseeing Contractor QC Programs and inspection activities
Formal training or certification in quality control principles, such as: NETTCP Quality Assurance Technologist (or approved equivalent)
Familiarity with: CTDOT Standard Specifications, Metro-North requirements
Strong understanding of inspection and testing requirements for major civil and rail infrastructure work
Ability to interpret plans, specifications, shop drawings, and test data
Excellent documentation, reporting, and communication skills
Demonstrated ability to coordinate with Agency representatives, contractors, and CEI staff
Preferred
Prior service as a QC Manager, QA Manager on large-scale transportation or rail projects
Experience with railroad trackwork, signal systems, or electrification projects
