LifeSpan Program Manager
The State of Maine's Department of Health and Human Services is seeking a LifeSpan Program Manager to lead the implementation and operational management of the MaineCare-funded Lifespan Waiver. This role involves coordinating cross-functional teams, developing educational materials, and ensuring effective service delivery across various agencies.

Responsibilities
Lead implementation and provide operational management for the proposed MaineCare-funded Lifespan Waiver and the assessment Supports Intensity Scale for Adults (SIS-A), providing end-to-end support and oversight for a statewide rollout
Coordinate cross-functional teams and communicate with internal and external parties, develop/maintain educational materials, operational standards, and regulatory guidance to ensure consistent statewide administration
Drive operational readiness through contract and vendor oversight, policy and procedure drafting, and coordination of information technology system updates
Coordinate with state/federal/community agencies to ensure service delivery; set priorities and plans to meet objectives
Qualification
Required
A combination of education, training, and experience providing the equivalent of ten (10) years of progressively responsible professional experience in human services, disability services, or a closely related field
Demonstrated supervisory and team leadership experience, including coaching and performance management, to promote consistent practice and high-quality service coordination that respects the rights, choice, and dignity of people with disabilities
Demonstrated experience implementing new programs and developing processes (e.g., assessor readiness, timelines, documentation standards, quality checks, and corrective action follow-up), using data to monitor performance, identify trends, and strengthen consistency and program effectiveness across regions/providers
Proven ability to work effectively across programs and with community partners, providing guidance and technical assistance as needed; interpreting and applying relevant policies and procedures; and supporting HCBS-aligned, person-centered access, compliance, and quality improvement
Strong written and verbal communication skills
Proficiency using standard computer tools (including Microsoft 365 and SharePoint) to track, analyze, and communicate program information and compliance documentation
Preferred
Experience having developed and managed developmental disabilities and brain injury programs
