Responsibilities

Provide leadership and tactical planning for the execution of projects, applying your technical knowledge to achieve project objectives and deliverables
Estimate costs and schedules for software projects, ensuring they are completed on time and within budget while meeting technical requirements
Negotiate and verify deliverables with stakeholders across functional organizations
Work with customers and IT team to understand, document, analyze, and communicate requirements
Understand the technical domain to identify task dependencies and manage changes in project scope using change management practices
Identify potential project risks and develop risk mitigation strategies, corrective actions, and recommendations for risk acceptance or avoidance
Develop and deliver status reports, decision documents, and presentations to stakeholders and management
Conduct lessons learned sessions to identify efficiencies and drive process improvements
Candidates must be able to handle a fast-paced environment while successfully partnering with staff and leadership across multiple departments

Required

Bachelor's degree in Management Information Systems, Software Engineering, Computer Science or other relevant technical field plus five (5) years experience; or higher degree (MS, PhD) in relevant field plus one (1) year experience; or combination of education and experience
Technical knowledge of software development processes, methodologies, and best practices for designing, coding, testing, and maintaining software applications
Experience documenting, maintaining, and analyzing functional and non-functional requirements
Proficiency in processes, tools, and applications commonly used in information systems development and project management
Ability to obtain and maintain DOE Q security clearance

Preferred

Project Management Institute (PMI) certifications (PMP, PMI-ACP, PgMP)
Certified Scrum Master (CSM) or other Agile certifications
Experience with software development lifecycle processes
Familiarity with Azure DevOps, Jira, ServiceNow, or similar tools for handling product backlog management
Experience with software testing principles, concepts, processes, activities, practices, and requirement types and work products
Proven experience in project management of information systems technical or operational work
Critical thinking, synthesis and problem-solving; ability to deal with ambiguity and adapt to a fast-paced, customer-focused operation
Strong organizational skills with the ability to prioritize and execute tasks in a constantly changing environment
Excellent verbal and written communication and presentation skills
Current DOE Q security clearance
