Responsibilities

Assist in the design of roads, hydraulics, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls
Supervise and perform drafting, computing, checking, and direction of field operations involved in the gathering and compilation of field data for the design layout and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects
Perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures; review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies
Assist and advise permit applicants with engineering and related problems
Prepare and review maps; calculate and plot the results of field surveys
May inspect the construction of projects under contract
Perform field tests and take samples for laboratory tests of materials; prepare estimates for projects planned or under construction; prepare reports

Required

Graduation from an accredited college or university with a bachelor's degree in civil engineering
One year of professional civil engineering experience in one or more of the following areas: The planning, design, and construction of projects such as flood control facilities including storm drains, channels, basins, dams and levees; Stormwater recharge facilities such as groundwater / infiltration basins; Stormwater treatment facilities such as infiltration basins, biotreatment, bioretention; Experience planning, designing and constructing highways, freeways, sanitary sewers and/or water pipelines may also be considered
Performance of engineering studies / analyses related to the above types of projects/facilities
The detailed review (plan check) and approval of engineering studies and plans related to the above types of projects/facilities
Engineering, construction or project management for regional infrastructure projects/facilities
Possession of a valid California Driver's License is required

Preferred

Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers
Experience leading and organizing teams of people involved in the planning, design, review and approval of public works projects
Direct experience performing (preferred) or reviewing hydrology studies, hydraulic analyses, floodplain analysis, structural design, plan/drawing preparation, specification writing, bid document writing, construction contract administration, and/or inspection of public works facilities
Knowledge and use of various engineering software including HEC-RAS, HEC-HMS, WSPG, Inroads, Civil3D, CivilD, Flo-2D, or other Hydraulic, Hydrologic, Structural design software
Ability to understand and interpret legal property descriptions, property maps, and the various legal instruments and agreements connected with real property actions
Knowledge of Operations and Maintenance (O&M) manuals and activities for new and existing facilities
Knowledge to determine the unit of measurement (Lump Sum, Cubic Yards, Lineal Feet, Each, etc.) and the estimated quantity of material necessary to complete that item of work
Project Management experience with other government agencies/partners
Ability to effectively manage multiple projects at any given time
