Responsibilities

Perform complex and technical duties related to the administration and problem resolution of statewide print subscription and on-line research contracts
Provide program budget analysis and advisement
Interact with staff of all levels throughout the Department as well as representatives from publishing companies and other vendors
Practice excellent customer services skills in all situations
Develop and analyze contract proposals/options and amend the contracts for all participating programs within the legal divisions and the Division of Law Enforcement
Participate in all aspects of renewal and amendment negotiations with the Principal Librarian and the Statewide Legal Support Services (LSS) Director
Coordinate all negotiations for amendments as needs arise throughout the year
Independently prepare and analyze usage reports for all legal division accounts
Advise Principal Librarian if possible, with additions to the Lexis and Westlaw flat-rate legal research portions of the contracts
Independently perform detailed analyses of the competing products and services of West, Lexis-Nexis/Matthew Bender, and other legal publishers, their pricing structures, and possible leveraging and cost-savings opportunities on a continuous basis
Independently perform analyses and advise the Principal Librarian for quarterly Fi$cal Monitoring
Participate with the Principal Librarian in quarterly Fi$cal Monitoring meetings with Budget Analyst
Independently analyze and advise the Principal Librarian of fiscal year expenditures and make recommendations for year-end projections and lags
Independently develop and review Delegated P.O. spreadsheets for tracking fiscal year payments to each delegated vendor
Review the Accounting Information System (AIS) encumbrances for accurate postings
