Project Management Office Division Director

Responsibilities
Direct the PMO Division to establish and maintain world-class project management standards, processes, and tools that support INL's $2.1+ billion mission delivery
Develop and execute a comprehensive strategy for advancing project management maturity across the laboratory, including capability assessments, roadmaps, and continuous improvement initiatives
Lead organizational change management efforts to drive adoption of modern project management methodologies, tools, and best practices throughout INL
Build and sustain a high-performing, learning-focused organization that develops project management talent and expertise across technical and administrative disciplines
Conduct comprehensive assessments of project management systems, processes, and organizational capabilities to identify gaps, inefficiencies, and opportunities for enhancement
Lead continuous improvement initiatives using Lean, Six Sigma, and other improvement methodologies to optimize project management effectiveness and efficiency
Drive innovation in project management practices through evaluation and implementation of emerging technologies, methodologies, and industry best practices
Establish performance metrics and key performance indicators (KPIs) to measure PMO effectiveness and project management maturity
Benchmark INL's project management capabilities against DOE complex peers and industry leaders to identify leading practices and improvement opportunities
Oversee integrated project scheduling, cost estimating, and project controls functions to ensure rigorous performance measurement and earned value management across INL's project portfolio
Establish and maintain project management systems and tools that enable real-time visibility, analytics, and decision support for project execution
Lead development and implementation of project management policies, procedures, and standards in full compliance with DOE Order 413.3B Program and Project Management for the Acquisition of Capital Assets and federal project management requirements
Direct the cadre of project managers in executing critical laboratory initiatives while serving as exemplars of project management excellence
Ensure robust cost estimating methodologies and practices support accurate project planning and baseline development
Maintain quality assurance and quality control frameworks for project planning, execution, and reporting
Serve as the primary point of contact for DOE-ID on all matters related to project management performance, compliance, and capability development
Develop and deliver comprehensive project performance reports, dashboards, and briefings to DOE-ID leadership that provide clear visibility into project health, risks, and outcomes
Lead monthly and quarterly project reviews with DOE-ID, presenting integrated cost, schedule, and technical performance data with analysis and recommendations
Proactively communicate project challenges, corrective actions, and lessons learned to DOE-ID to maintain transparency and trust
Coordinate responses to DOE audits, assessments, and oversight reviews related to project management practices and performance
Ensure timely and accurate submission of all required project reporting to DOE-ID in accordance with contract requirements and DOE orders
Partner with laboratory leadership, mission directorates, and functional organizations to align PMO capabilities with strategic priorities and operational needs
Lead cross-functional teams in developing integrated solutions to complex project challenges
Represent INL in DOE National Laboratory project management communities of practice and industry forums
Build and maintain strong relationships with DOE Headquarters, DOE-ID, and other federal stakeholders
Design and deliver comprehensive project management training and professional development programs, including the Project Management Leadership Academy (PMLA) and specialized technical training
Build career pathways and competency frameworks that attract, develop, and retain top project management talent
Foster a culture of innovation, collaboration, and continuous learning within the PMO and across the laboratory's project management community
Mentor and develop future project management leaders through structured development programs and stretch assignments
Manage PMO Division budget and resources to optimize service delivery and organizational effectiveness
Develop business cases and investment strategies for project management tools, systems, and capability enhancements
Ensure cost-effective delivery of PMO services while maintaining quality and compliance standards
Qualification
Required
Bachelor's degree in engineering, business, or related technical field required
Minimum 18 years of progressive project management experience, including at least 7 years in senior leadership roles managing large-scale, complex projects or project management organizations
Demonstrated experience in DOE/NNSA National Laboratory or federal government environment required
Expert knowledge of DOE Order 413.3B Program and Project Management for the Acquisition of Capital Assets, including critical decision processes, earned value management requirements, independent project reviews, and tailoring provisions
Proven track record of leading organizational transformation and capability development initiatives
Experience conducting organizational assessments and leading continuous improvement programs
Expert knowledge of project management methodologies (PMI, Agile, Earned Value Management) and industry standards
Deep understanding of DOE Order 413.3B requirements and application across project lifecycles, from mission need through closeout
Comprehensive knowledge of project scheduling (Critical Path Method, Primavera P6), cost estimating, and project controls disciplines
Experience implementing and optimizing enterprise project management information systems and digital tools
Strong analytical and problem-solving skills with ability to drive data-informed decision making
Proficiency in continuous improvement methodologies (Lean, Six Sigma, Kaizen) and change management frameworks
Demonstrated ability to assess organizational capabilities and develop targeted improvement strategies
Exceptional leadership presence with ability to influence and drive change across a matrixed, technical organization
Outstanding communication skills with ability to engage effectively with senior executives, DOE leadership, technical staff, and external stakeholders
Proven ability to present complex project information clearly and concisely to executive audiences and federal oversight bodies
Strategic thinking and business acumen with demonstrated ability to align organizational capabilities with mission needs
Strong emotional intelligence and ability to build trusted relationships across diverse stakeholder groups
Project Management Professional (PMP) certification required
Ability to obtain and maintain DOE Q clearance
Understanding of federal acquisition regulations (FAR/DEAR) and cost accounting standards as they relate to project management
Demonstrated commitment to safety, quality, and compliance in high-consequence operational environments
