Engineer in Training
NEOGOV is seeking an Engineer in Training to administer the Right of Way Permit Program for Pitkin County’s Public Works department. The role involves collecting and analyzing traffic data, developing roadway plans, and supporting the safe management of the County’s road system.

Responsibilities
Provides administration, coordination, and analytical support for the County Road Right of Way (ROW) permit program, including application intake, coordination with permittees and other key parties, tracking of permit fees and bonds, field review of active permits, and maintenance of related program data and records
Applies engineering principles, technical training, and professional judgement to evaluate proposed and ongoing work within the County Right of Way for consistency with regulatory requirements and best practices
Implements and supports the County Road traffic data program, including the installation, collection, processing, and analysis of data from temporary and permanent traffic counters; prepares reports to inform roadway planning, operations, and safety initiatives
Collects, manages, and updates geographic information system (GIS) data and right-of-way records; maintains roadway and ROW data sheets
Conducts research and analysis of right-of-way, property, and roadway records to confirm ownership status, assess existing conditions, identify safety concerns, and support audits of roadway needs and ongoing work
Develops engineering drawings, specifications, and technical documentation, and provides project-level technical support for the design and delivery of capital construction projects on the Road and Bridge network, including coordination, field observation, and documentation, under the direction of a licensed Professional Engineer
Performs surveys, field data collection, and technical analysis in support of the planning and development of roadway capital improvement and maintenance projects
Develops, evaluates, and maintains roadway signage and roadside safety hardware programs to support system safety, consistency, and regulatory compliance
Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and county Staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned
Qualification
Required
Bachelor's Degree in Engineering
Possession, or ability to obtain, Colorado FE/EIT within 6 months of hire
Must possess a valid Colorado Driver's License and an acceptable Motor Vehicle Record
