Program Analyst 2
The Commonwealth of Pennsylvania is seeking a Program Analyst 2 to transform how the justice system supports mental health and recovery. This role involves overseeing programmatic operations related to behavioral health and criminal justice, including developing guidelines for statewide programs and managing grant portfolios.

Responsibilities
Oversee the daily programmatic operations of initiatives addressing the link between behavioral health and the criminal justice system
Act as the primary point of contact for justice-involved individuals
Develop and enforce guidelines for statewide programs dedicated to diverting individuals with mental illness and co-occurring disorders from the justice system
Drive the mission of the Stepping Up Technical Assistance Center
Lead the preparation of funding announcements for state and federal streams
Ensure grant applications adhere to strict federal and agency regulations
Manage a comprehensive grant portfolio, which involves monitoring active projects, approving quarterly reports, and processing modification requests
Conduct independent program analyses by collecting and organizing data to produce narrative reports, charts, and tables that evaluate project impact and inform future policy
Qualification
Required
One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
You must pass a background investigation
