Permit, License, and Certification Program Manager

Responsibilities
Leading process improvement initiatives by partnering with agency program areas to evaluate current permit, license, and certification processes; identifying inefficiencies; and designing practical solutions
Managing key annual programs such as the PLC Catalogue data effort and the Permit Accelerator program in collaboration with Penn State Harrisburg
Driving enterprise-wide collaboration while serving as the primary liaison between OTO and multiple agencies, ensuring smooth communication and coordination for multi-agency initiatives
Convening with stakeholders to share best practices and implement reforms that improve service delivery across the Commonwealth
Supporting technology-enabled transformation by working with OA IT and CODE PA to streamline processes ahead of technology upgrades, ensuring that digital solutions enhance speed, customer experience, and staff efficiency
Leveraging data for performance tracking as you collaborate with OTO’s data team to develop dashboards and performance tools, lead communication with agency staff, and oversee the annual PLC catalog project
Representing OTO externally, acting as an ambassador for OTO in meetings with external stakeholders, promoting transparency and engagement in transformation efforts
Qualification
Required
Four years of experience working in program or project management, including process improvement or business process analysis, and working knowledge of Pennsylvania's permitting, licensing, and certification processes; or any equivalent experience and training
Excellent relationship-building and communication skills
Strong organizational and project management skills
Ability to analyze processes and identify improvement opportunities
Basic data literacy for interpreting performance metrics and dashboards
Demonstrated ability to manage multiple projects and work streams at once through superior organization
Ability to read, write, and research business and policy trends in economic development
Ability to attend meetings in-person or virtually with both internal and external stakeholders
Ability to perform essential job functions
You must pass a background investigation
Preferred
Public sector experience in change management, business process improvement, permitting, licensing, or regulatory processes, or related fields
Certification in Lean, Six Sigma, or other process improvement methodologies
PMP or similar project management certification
Bachelor's degree in Public Administration, Business, or related field
