Responsibilities
At Richland Construction B, supervises subordinate technicians on assigned projects
Trains and mentors technical staff in plan and specification reading and interpretation, inspection, sampling and testing, calculation and recording of installed contract pay item quantities, field diaries, SCDOT Construction software, and field surveying
Reviews and approves daily time entries and conducts annual EPMS reviews for subordinate employees
Ensures subordinate technicians practice safety and actively promotes a safety culture
Works in a safe and productive manner while maintaining safety awareness at all times
Properly operates and maintains assigned vehicles and equipment and reports defects
Reports all accidents and injuries to the supervisor immediately
Wears proper clothing and required protective equipment
Continuously monitors contractor and subcontractor activities for noncompliance with contract health and safety provisions
Assists the Resident Construction Engineer (RCE) with inspection and supervision of contractor work through all phases of construction to ensure compliance with plans, SCDOT specifications, and applicable requirements, and ensures all required inspections are performed accurately and timely
Performs inspections as a certified inspector in at least four of the following SCDOT, ACI, or SCDES certifications: SCDOT Asphalt Roadway Technician; SCDOT Earthwork, Drainage & Base Inspector; SCDOT Concrete Field Technician; SCDOT Foundations Technician; SCDOT Pavement Preservation Level 1; ACI Concrete Field Testing Technician Grade I; or SCDES Erosion Prevention & Sediment Control Inspector, and maintains certifications in accordance with the SCDOT Technician Certification Policy
Conducts inspections for grading, paving, drainage, concrete placement, reinforcing steel, structural foundations, traffic control, and erosion prevention and sediment control, and performs inspection duties and supervises inspections in areas not requiring certification, including pavement markings, grassing, and sign installation
Notifies the contractor and direct supervisor or RCE of project issues and ensures appropriate resolution, documents inspection activities, daily construction operations, and field measurements on required SCDOT forms and reports, reviews subordinate reports, ensures project documentation is properly filed and maintained in the SCDOT database, prepares required construction reports including wage interviews, and maintains construction records through project completion
Reviews sampling and testing requirements and collects samples and performs field tests of construction materials to verify compliance with applicable specifications
Ensures materials are sampled and tested at required frequencies and that manufacturer certifications are obtained prior to installation or use of engineered construction materials, products, and devices
Records testing data on appropriate logs and tracks testing results, submitted samples, and certifications to ensure compliance with SCDOT requirements
Accurately measures, calculates, and records quantities of installed contract pay items in the field and enters the information into SCDOT Construction software daily work reports for accurate contractor payment
Monitors work zones on assigned projects to ensure traffic control devices are placed according to SCDOT and MUTCD (Manual on Uniform Traffic Control Devices) standards, and according to contract documents and plans
Notifies the contractor promptly of traffic control deficiencies and/or safety issues, and ensures deficiencies are corrected immediately
Notifies the RCE of any areas of concern not corrected by the contractor
Performs survey duties on assigned projects to verify line and grade using levels, total station, and GPS equipment to check centerline, slope staking, drainage structures, control points, retaining walls, bridge items, and related features
Accurately records survey notes and prepares monthly and final estimates and final plans to ensure contractors are paid accurately for all work performed under the contract
Reviews pricing for change orders on assigned projects, prepares change orders for RCE approval, and performs project closeout activities
Qualification
Required
A high school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence
Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience
A valid motor vehicle operator's license is required
Must be able to lift up to 50 lbs
This position may require occasional travel
This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling
This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards
May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies
May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies
