SUPERVISORY MECHANICAL ENGINEER
NAVWAR is seeking a Supervisory Mechanical Engineer to serve in the Surface Ship Non-Propulsion Piping Waterfront Support Branch at Norfolk Naval Shipyard. The role involves setting work priorities, determining project needs, and coordinating the development of technical specifications, while ensuring the timely establishment of policies and procedures for the branch's workload.

Responsibilities
You will set work priorities using knowledge of proper sequencing of work creating an orderly economical overhaul, alterations, changing work conditions, availability of personnel, special material, and etc
You will determine the need for changes in existing techniques, organizational improvements, policies and standards, proto-type projects, financial considerations and advancing trade technology required to accomplish work
You will direct and coordinate the timely establishment of new policies, instructions and procedures for the analysis, progress and control of the Branch's workload
You will review workload schedules, forecasts, progress reports and manning requirements to determine the need for and to direct and coordinate changes in the Branch's work and schedules
You will determine which new project/programs should be undertaken by the Branch
You will coordinate the development of technical specifications and if/as required, the engineering support to contractors, initiating requests for technical services or contractor's technical representatives
You will attend and participate in conferences and discussions with other shipyards and outside activities such as NAVSEA, NAVSSES, etc. on technical matters of Mechanical Engineering

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience applying mechanical engineering concepts, principles, methods, precedents, and techniques to evaluate and apply the latest developments and techniques in solving problems, identify, evaluate and recommend solutions
Experience in design and technical knowledge of engineering aspects unique to nuclear-powered aircraft carriers and a detailed knowledge of non-propulsion mechanical components, electrical and structural systems, and a broad knowledge of production shop practices and policies
Experience in mechanical systems including but not limited to compressed air, firefighting, fuel, main drainage and ballasting, countermeasure washdown, potable water, service steam, and associated piping and equipment such as air compressors, pumps, and heat exchangers
Experience using written and verbal communication skills in a administrative supervisory functions, such as making plans, assigning work, setting objectives, and policy and procedure development
Experience using various databases, including material information databases and the ability to determine cost and availability of material along with ordering requirements
Successful completion of a professional engineering degree
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering
