Drilling Section Leader

Responsibilities
Directly represent Noble on board the unit and is directly responsible for the overall operation, management, and safety of the unit offshore (in conjunction with the Captain if assigned). When filling the role of Rig Manager and OIM onboard a non-self-propelled unit, the Rig Manager shall fulfill the role of PIC (“Person In Charge”)
When acting in the capacity of PIC, supervise and monitor rig positioning and anchor mooring or preloading and leg penetration during rig movement and placement
Coordinate with the designated supervisor on operations effecting vessel ballast and loading
Order needed rig supplies, parts and materials, anticipating and requisitioning each needed item ensuring items are on hand when needed
When acting in the capacity of PIC, make all decisions regarding utilization of drilling-related equipment, making sure the rig and support equipment is properly maintained and not damaged
When acting in the capacity of PIC, conduct daily briefing with the crews to update current drilling operations and give any support necessary for on-going operations
When acting in the capacity of PIC, support and carry out directions from the Drilling Superintendent during adverse weather conditions or situations where vessel and personnel safety are involved
When acting in the capacity of PIC, conduct daily operations meeting with Department Heads, Barge Engineers, Drillers, Crane Operators, and other key personnel to plan, execute, and monitor progress ensuring safe and efficient operations
Communicate regularly with the Operator’s on site representative, ensuring that each party’s priorities and plans are clearly communicated and understood. Efforts should be made to continually promote good relations with the client organization
Complete all required paperwork in an accurate and timely manner, maintaining an up-to-date file system and an orderly office
Take all necessary actions to control drilling rig costs, maintaining each category at or below budgeted levels whenever possible
Maintain records as required by Noble, the government, and the Operator
When acting in the capacity of PIC, measure, monitor and manage shipboard machinery space generated wastes and the conditions of any equipment having oil- to- sea interfaces on a daily basis
When acting in the capacity of PIC, ensure that the handling of all deck waste and drainage is properly handled and discharged in a manner consistent with the requirements of the applicable regulations, including MARPOL
Safely and efficiently perform all duties assigned by Noble during all operations
Ensure that all personnel have completed the orientation process
Promote appropriate professional development and training opportunities for employees. Personnel at all levels should be continually encouraged to improve their job skills, working toward the capability of accepting greater responsibility. Train and develop subordinate personnel through continuous hands on training or other training as deemed necessary by Noble
Prepare, organize, evaluate, and/or approve periodical status reports as well as evaluations and assessments for personnel (including trainees) under immediate supervision and make recommendations as appropriate
Write and/or approve weekly reports on present drilling operations, equipment status, material status, and supplies
When acting in the capacity of PIC, commands the MODU and takes whatever decisive action is necessary to ensure the safety and discipline of the personnel as well as the overall safety of the unit (in conjunction with Master if assigned)
When acting in the capacity of PIC, maneuver and position the vessel on to the well location defined by the client and with the use of anchors and/or Dynamic Positioning or independent legs; ensure that the vessel will remain safely in position during operations
When acting in the capacity of PIC, direct and/or witness the pretension tests of the anchors and/or tank preload tests at each well location
When acting in the capacity of PIC, ensure that the integrity and stability of the vessel is being maintained at all times and takes action if necessary to relocate and/or reposition the vessel during periods of adverse weather or hostile environment situations to prevent any harm to personnel or damage to the vessel
When acting in the capacity of PIC, oversee the catering staff, ensuring proper hygiene is practiced with respect to the quality, storage and preparation of food, cleanliness of the kitchen and accommodation, hospital upkeep and medical care, suitable drinking water including suitable laundry facilities to maintain clean linen and towels
Communicate with the Drilling Superintendent in reviewing and discussing the client’s projected well program before operations commence and throughout the well as necessary to stay abreast of pertinent operational activities and time factors. Ensure that the optimum quantity of fuel, lubricants, potable water and material for program will be on board at all times
Recommend action in the case of personnel or equipment problems having an adverse effect on the operational or safety aspects of the unit
Carry out various administrative functions such as making daily entries in logbooks, reviewing and approving routine lists of provisions, management reports, maintaining current receipts and issue reporting and third party charge administration
Prior to arrival, become familiar with each new Shorebase’s local labor and/or union situation, hospital and medical facilities, health requirements or hazards, food and fuel availability, general politics, social customs, local laws, customs / immigration regulations, etc., and ensures that all key personnel assigned to the vessel are advised of pertinent information
Assist in preparing annual operating budget for the vessel
When acting in the capacity of PIC, ensure that prompt reports are made to the appropriate local regulatory authority, Flag Administration, and pursuant to internal reporting requirements of any critical equipment malfunction related to main propulsion, steering, or marine environmental protection equipment
When acting in the capacity of PIC, ensures employees’ compliance with Noble’s Management System, MARPOL, Ballast Water Management and all other applicable environmental protection requirements
When acting in the capacity of PIC, maintain all records required by international conventions and treaties including SOLAS, the ISM Code and MARPOL and applicable State and Federal statutes and regulations and any additional documents or records required under Noble’s Management System . Records shall be maintained for the period specified by the MODUs Flag Administration, local regulatory authority, and Noble’s Management System and these records shall be readily available for inspection or audit
When acting in the capacity of PIC, , ensure the use of and review handover notes for the PIC. The notes shall have a descriptive environmental component and include information related to the status, handling and discharge of any MODU generated wastes or slops and the operation of the Oil Water Separator (“OWS”) and incinerator. The notes shall also discuss the operation condition of the main propulsion and steering machinery

Carry out the Noble Leadership Model by Developing Yourself, Leading Your Team, Driving the Business, and Delivering Results
Ensure that the condition of the rig is maintained and all rig performance factors are optimized
Oversee the rig preventative maintenance program and coordinate maintenance between operations, engineering, and marine departments
Ensure the rig is kept clean and that all equipment is in its proper place
Plan, approve, and supervise rig activities such as equipment maintenance, repairs, daily maintenance of drilling fluids, rigging up or down, etc. Ensure all activities are coordinated with a minimal loss of time or effort
Implement and uphold Noble's safety policies and procedures. Ensure that all personnel are familiar with all company safety policies and procedures as established in Noble's Management System
Ensure that every crew member has received appropriate training pursuant to Noble's Management System necessary to ensure compliance with environmental prevention requirements and that proper records of all training on environmental matters are maintained
Be familiar with and refer to the Emergency Response Framework
Ensure that all operations proceed in a safe manner. Correct and notify responsible parties of any unsafe acts and/or conditions which exist
Ensure compliance with regulatory requirements for environmental protection
Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of Noble's Management System
Ensure that all new arrivals receive a full safety briefing and induction on the rig to include physically showing them the location of their lifeboat and fire/emergency station and the emergency exits to follow during fire/emergencies
Assist in training of crewmembers in the firefighting, safety and deck operations
Responsible for the emergency teams in the event of a fire or other emergency; coordinate and participate in drills and exercises, including monitoring and evaluation of emergency team response as defined on the Station Bill and by all maritime laws
Ensure that every crew member has received appropriate environmental training pursuant to company policy to ensure compliance with all applicable environmental regulations, Environmental Management System and other maritime pollution prevention requirements and that the proper records of all training on environmental matters are maintained
Ensure that all personnel on board the vessel have been informed and are familiar with safety precautions, procedures, and drills established by Noble and/or the client and that the vessel has the required quantity and quality of safety equipment on board at all times
Plan and execute drills in compliance with Noble's Management System
Responsible for the drill crew working in a safe manner and with proper safety equipment
Responsible for familiarizing and adhering to Noble's Live Safe Code for the purpose of promoting a zero-incident and no-harm workplace
Responsible for familiarizing and utilizing Noble's Hazard Identification Tool to manage risk created by various energy sources found in the workplace
Attend and actively participate in daily pre-tour and weekly safety meetings
Ensure compliance with the requirements established in Noble's Management System
Initiate a safety stand down whenever an unplanned hazard or change in the expected results is observed
Perform all Safety Critical Tasks as detailed in the HSE Case
Incorporate the STOP the job planning process into all tasks, whether working alone or as part of a team
Take the initiative to perform emergency duties without specific orders or instruction
Assist in the audit process to ensure complete compliance with the various requirements, policies and procedures addressed in Noble's Management System, and in Section VIII of the ECP if applicable
Responsible for compliance with all government regulations
Ensure that any spillage having a harmful effect on the environment is avoided and cleaned up
Ensure that no pollution exists from the rig, but if such a condition exists then it is to be reported following Company policy
Qualification
Required
High School Diploma or equivalent
10+ years of experience as a Tour Pusher
MODU OIM License, Unrestricted, Surface Units Underway or Surface Units on Location. Working towards Unrestricted License
Valid Marshall Island endorsement, BOSIET CA EBS and Well Control Level 4 Surface and Subsea
5+ years of experience using IFS
Strong technical background in all aspects of drilling operations and support equipment
Excellent leadership, communication and management skills
Proficient computer skills in office software and company proprietary software
Experience with Dynamic Positioning Systems
Experienced in marine environmental and hazardous material regulations and procedures
Experienced in offshore marine operations, industrial environment, and drilling operations
Ability to handle multiple tasks on a daily basis and to follow-up on all tasking to completion
Ability to claim and accept ownership of rig equipment and processes, and to provide appropriate leadership when called upon
Excellent customer service skills to deal with all customers
Completion of all training requirements required for the position within designated period of time
