DCT Budget & Financial Analyst Manager / State Program Admin Manager Sr

This role involves providing leadership on budget development, financial analysis, and reporting to ensure compliance with the DCT strategic plan and agency goals.

Responsibilities
Provide leadership and direction with the development of annual operating budgets, financial analysis and reporting, and forecasting to ensure compliance
Provide fiscal and technical advice, guidance, strategies and analysis to business partners on the development and administration of fiscal policy, biennial budget and operational spending plans
Manage and supervise DCT Budget and Financial Analysis staff to facilitate effective and efficient operations and assure that work outcomes are consistent with section, division, and agency goals
Qualification
Required
Two (2) years of supervisory experience assigning priorities, developing staff and implementing improvements
Five (5) years of experience in financial analysis, budget development and accounting demonstrating the following: Advanced knowledge of Generally Accepted Accounting Principles (GAAP)
Experience in clinical and/or operational healthcare
Experience managing and analyzing complex financial data to support budget development, forecasting, and complex financial decision-making
Experience reading and interpreting state and federal laws, rules, and requirements and operationalizing changes in fiscal or reporting requirements
Experience in change management and system implementation projects
Demonstrated leadership experience. Leadership experience can include: Experience as a manager, supervisor, team lead, project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4); A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include: 1+ year of experience identifying issues, goals and strategic actions, 100+ hours per year time commitment
Preferred
Bachelor's degree in finance, accounting, business administration, healthcare admin, or related field
Comprehensive working knowledge of the state's financial management system
Experience with data visualization methods and systems for presenting financial management information
Knowledge of the state legislative and appropriations process
Preferred candidates will have a variety of experiences working effectively with others from different backgrounds and cultures
