Chief Enterprise Security Architect
The California Department of Health Care Access and Information is dedicated to ensuring healthcare access for all Californians. The Chief Enterprise Security Architect will provide expert security architecture design and implementation, oversee security solutions, and lead the IT security governance team to enhance security across the Department's systems.

Responsibilities
Providing expert advisor level security architecture design and implementation in our programs and across our systems
Implementing and overseeing the maintenance of security solutions throughout the Department and cross-training the Security Operations Group (SecOps) in improving their daily operations
Leading Information Security Architecture and performing a wide variety of tasks requiring innovative problem-solving where guidance is not readily available
Serving as a key decision maker in the design and implementation of technology solutions for the Department
Leading the IT security governance team on the planning, development and implementation of the Department’s roadmap to continually enhance security
Serving as the technical lead for the SecOps team’s efforts to monitor the Department’s environment for potential threats
Developing standard procedures and improvements in our monitoring practices as a Cybersecurity subject matter expert
Leading exercises to ensure all systems are logging the right information and that data is being stored based on State requirements
Overseeing that all security appliances are maintained to best practices, including but not limited to firmware and definition updates
Maintaining communication with business partners to ensure all security systems take advantage of applicable new features and properly configured security

Required
Possession of Minimum Qualifications will be verified prior to interview and/or appointment

Applicants must meet the Minimum Qualifications stated in the Classification Specification(s)

A Statement of Qualifications (SOQ) is required
Describe a time you designed and led implementation of Zero Trust architecture across identity, network segmentation, device health, and data protection
Describe how you architected and integrated a security tool stack (e.g., IAM, EDR, SIEM, DLP, NGFW) into a cohesive control plane
Provide an example of advancing Cal-Secure capabilities (e.g., MFA, enterprise encryption, disaster recovery, identity lifecycle)
