Financial Analyst II

The Texas Education Agency (TEA) is dedicated to improving outcomes for all public-school students in Texas. They are seeking a Financial Analyst II to perform complex financial analysis and regulatory work related to school finance formulas, ensuring compliance and providing technical assistance to school districts and government agencies.
Education

Responsibilities

Determines cost of operations for various FSP allotments by implementing applicable statutes and regulations to ensure that school districts receive appropriate amounts of funding; this includes collecting and reviewing school district data; calculating annual allotments; updating summary of finances (SOF) reports; and processing outstanding balances
Assists school districts with submission of data and information in the FSP module and via other collection methods in accordance with established procedures and guidelines and provides expert technical assistance to school districts, agency staff, government agencies, and the public
Ensure transparency and effectiveness by applying funding formulas used to distribute money to school districts in accordance with applicable rules and regulations, developing and maintaining standard operating procedures, and assisting with the development and maintenance of associated rules and web content
Improves productivity by assisting with the automation of financial applications, coordinating development of system requirements, and prioritizing system changes
Collaborates and cross-trains within the division and across the agency on projects and supports the administration of the SOF reports and related financial transactions

Required

Graduation from an accredited four-year college or university
Degree fields: Business administration, accounting, finance, economics, or a related field
At least two [2] years of experience in financial analysis and regulatory work
Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
A strong customer-service mindset with a focus on engaging both internal and external stakeholders
Ability to analyze, evaluate and interpret financial data and formulas
Highly skilled in using data analysis software including Microsoft Excel
Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
Highly organized; ability to manage multiple projects at once and meet deadlines
Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze
Excellent written and oral communication skills
A desire to self-reflect, give/receive feedback and continuously improve
Ability to engage in a collaborative, results-oriented team environment
This position requires the applicant to meet Agency standards and criteria which may include passing a pre-employment criminal background check, prior to being offered employment by the Agency
